A MEETING OF FINANCE EXPERTS: Finance Committee chair Senator Franklin M. Drilon in a huddle with Commissioner Ruffy Biazon of the Bureau of Customs (BOC) and Secretary Butch Abad of the Department of Budget and Management (DBM) before the start of plenary debates of House Bill No. 5023, or the proposed General Appropriations Act of 2012. “To foster transparency, accountability and participation in the budget, several reforms were undertaken,” Drilon said Tuesday, November 15, 2011. “All departments, bureaus and agencies will be required to submit quarterly reports on the accomplishments in the use of confidential and intelligence funds, and state-run enterprises are likewise required to submit reports on use of such funds to the President through the GCG and to Congress,” Drilon added.
