CYNTHIA VILLAR AT LAGUNA DE BAY DEVELOPMENT FORUM: An overview of all the government agencies and others involved in the development of Laguna De Bay is needed to better assess all their efforts and actions in the process of improving the bay, says Senator Cynthia A. Villar. The senator was the Guest Speaker during the Laguna De Bay Development Forum with the theme, "Riding the Waves of Change." She also says this is good venue and opportunity for the stakeholders to discuss all the developments and programs that will affect Laguna de Bay.
