Recto on DBM procurement services: Senate President Pro-Tempore Ralph Recto asks officials of the Department of Budget and Management (DBM) for a detailed list of programs and projects that were discontinued as a result of the 2020 realignments to fund the Bayanihan to Heal as One Act. “As we are discussing the 2021 budget we want to see which projects could be continued next year,” Recto said during the virtual 2021 proposed budget deliberations of the DBM, Monday, September 14, 2020. Recto also asked officials to explain the DBM procurement services, which he said started in procuring commonly used supplies but had metamorphosed into a procurement of “hundreds of billions” of supplies.
