‘The Bill will be the IRR’: Sen. Cynthia Villar, chairperson of the Committee on Agriculture, Food and Agrarian Reform, assures colleagues that the provisions of Senate Bill No. 1396 or the Coconut Farmers and Industry Trust Fund Act will be very specific. “It's not yet finished, we will introduce many amendments. But when we're finished with it, we will ensure that everything is clear and the PCA (Philippine Coconut Authority) and other agencies involved in implementing this legislation will not have to do an IRR (implementing rules and regulations).
