On Devolution of National Government Functions: Senate Minority Leader Franklin Drilon, during the hybrid plenary deliberations on the proposed budget of the Department of the Interior and Local Government Tuesday, November 17, 2020, expresses his disappointment that several functions of the national government and national agencies have not been devolved to local government units as mandated by the Local Government Code of 1991. “Now, 28 years after, we are still clinging to many of these powers and not effectively devolved these functions,” Drilon said after he was informed by Sen. Sonny Angara, chairman of the Finance Committee, that the President would issue an executive order to that effect and that the Department of Budget and Management would touch base with all the various agencies to ask them which specific budgetary items can be completely or partially devolved to the LGUs.
