On the extension of Bayanihan 2: Senate Minority Leader Franklin Drilon reminds colleagues that the validity of the Bayanihan 2 Act expires when Congress adjourns on Dec. 19. “Bayanihan 2 is an emergency measure and under the Constitution, an emergency measure expires at the expiration of Congress,” Drilon explained Wednesday, November 18, 2020 during the hybrid plenary deliberation on the proposed 2021 budget of the Department of Trade and Industry (DTI). Drilon made the observation after it was learned that DTI had released only P1 billion of the P10 billion fund under its COVID-19 Assistance to Restart Enterprises (CARES) program. Drilon recommended passing Bayanihan 3 which he said is a “faster and safer route legally rather than extending the Bayannihan 2 Act. (Screen grab/Senate PRIB)
