Water Resource Management Council: Sen. Francis Pangilinan asks officials of the National Irrigation Administration (NIA), the Department of Public Works and Highways (DPWH), the Metropolitan Waterworks and Sewerage System (MWSS) and the Department of Agriculture (DA) to look into the possibility of creating a water resource management and planning council that will integrate all efforts in finding solutions to the country’s flood problem. Pangilinan, during the hybrid hearing of the Committee on Public Works Wednesday, November 25, 2020, said the NIA, DPWH, MWSS and DA are all involved in water resource management but they are not talking to one another and they do not have a comprehensive approach on the matter. “We are not here to find fault, we are here to find solutions and one solution that should be considered is putting together all resource agencies under one coordinating council. So I’d like the NIA, the DPWH, the MWSS, the DA to think about this and maybe recommend to the President by way of an executive order, at least initially, to put together this integrated water resource management and planning council,” Pangilinan said.
