Reviewing CDA Charter IRR, preferential treatment to coops: Majority Leader Juan Miguel “Migz” F. Zubiri leads the Senate contingent in the Joint Oversight Committee on Cooperatives hybrid hearing Wednesday, July 28, 2021 to review Republic Act (RA) 11364 or the Cooperative Development Authority (CDA) Charter of 2019, its implementing rules and regulations (IRR); the implementation of Chapter 5 Article 62, Subsection 10 of RA 9520 on the preferential treatment to cooperatives transacting business with government; and the issues of cooperatives that they continue to experience relative to the Bureau of Internal Revenue (BIR). Zubiri noted that it has been two years since August 8, 2019 when RA 11364 was signed by the President. “We have yet to hear what the CDA has formulated as implementing rules and regulations, and the status of the implementation of the law.” Zubiri said. “Lastly, we'd like to hear from the Department of the Interior and Local Government (DILG) updates on the implementation of RA 11535 or the Cooperatives Development Officers (CDOs) Act. We understand that we are in a pandemic situation, but we would like to know if there are local government units (LGUs) which have already appointed their CDOs in compliance with the law,” Zubiri added.
