Abolish PS-DBM?: Sen. Joel Villanueva questions the relevance of the Procurement Service of the Department of Budget and Management (PS-DBM) in light of its questionable procurement of supplies during the continuation of the virtual inquiry on the 2020 Commission on Audit (COA) report on the utilization of the Department of Health (DOH) budget, particularly on its expenditures for the Covid-19 program Friday, September 10, 2021. Villanueva noted that other government agencies are using PS-DBM to “park” their money to avoid from returning it to the Bureau of Treasury. “Mr. Aguinaldo, is PS-DBM still effective in carrying out their mandate? Shouldn’t we just abolish this?” Villanueva asked Commission on Audit (COA) chairperson Michael Aguinaldo. Aguinaldo said several bills had been filed seeking the abolition of the PS-DBM.
