Bills on barangays, declaration of holidays: Sen. Francis “Tol” Tolentino, chairman of the Committee on Local Government, presides over a virtual hearing on several measures seeking the declaration of holidays, and the separation, creation, and renaming of barangays Tuesday, September 14, 2021. Among the bills in the agenda are: House Bill No. (HBN) 4983 (Bgy. Lower Dado, North Cotabato); HBN 8841 (Bgy. Ernesto D. Violan, Davao Oriental); HBN 8561 and Senate Bill No. (SBN) 2070 (Bgy. Kinapian, Ilocos Sur); HBN 8560 and SBN 2073 (Bgy. Butac,Ilocos Sur). One of the proposed measures endorsed for plenary approval was HBN 7650 or the act declaring September 20 of every year a special nonworking holiday in Ilocos Norte to be known as Josefa Llanes-Escoda Day in commemoration of her birth anniversary. “Why is there a seeming gap insofar as the importance that Mrs. Escoda played in our history? The street near Remedios Street should have been Escoda Street. There is no Escoda Street yet in Manila. The Girl Scouts building should have been named Josefa Escoda and we should have coordinated with the Philippine Nursing Association to have perhaps an Escoda Award for Outstanding Nurses, especially during this time of COVID-19 pandemic,” Tolentino said.
