Expanded Solo Parents Act passed on 2nd reading: The Senate on Monday, December 6, 2021, approves on second reading Senate Bill No. 1411 or the Expanded Solo Parents Welfare Act. Sen. Risa Hontiveros, chairperson of the Committee on Women, Children, Family Relations, and Gender Equality and sponsor of the bill, credited Sen. Pia Cayetano for proposing “all but one” of the individual amendments, and Sen. Imee Marcos being one of the original authors of the bill. Prior to the bill’s approval, Hontiveros stated that the proposed amendments to the bill include the requirement to submit a sworn affidavit declaring that the solo parent is not cohabiting with a partner or co-parent and has the custody and bears the sole parental responsibility over the child or children.
