Institutionalizing shared service facilities program: Sen. Sonny Angara on Wednesday, May 10, 2023, defends Senate Bill No. 2021 under Committee Report No. 59 seeking to institutionalize Shared Service Facilities (SSF) program of the Department of Trade and Industry. Angara said SSF was first implemented in 2013 to address challenges being faced by small enterprises such as limited financial capacity, poor market information and lack of access to innovative techniques and advanced technology. Asked by Minority Leader Aquilino “Koko” Pimentel III why SSF should be legislated, Angara said that since its implementation, there were years when it was not included in the national expenditure program with no budget for the capital outlay for three to four years. “Given that the experience has been positive with the Shared Service Facilities program, then it would be a good idea to institutionalize it, having seen its implementation for a decade or so,” Angara said.
