MADRIGAL: SIGNATURE CAMPAIGN HAS
THE MARKINGS OF LAWBREAKERS

Malacañang and DILG officials, particularly the incumbent Secretary and Regional Directors who have sanctioned, allowed, influenced, or induced the conduct of the signature campaigns in the absence of any enabling law should be held liable for violating the law. THEY PUSHING FOR LAW-BREAKING AND ARE FAR WORSE THAN DRUGPUSHERS. Section 3 (a) of the Anti-Graft and Corrupt Practices Act penalizes a public officer for, persuading, inducing or influencing another public officer to perform an act constituting a violation of rules and regulations. They are also liable for violating the Code of Conduct and Ethical Standards (RA 6713), particularly Section 4 (a.) which requires that, all government resources and powers must be employed and used, efficiently, effectively, honesty and economically to avoid wastage of public funds.
