KIKO: KA BEL SHOULD FILE RAPS VS. KAMPI EXEC

Senate Majority Floor Leader Francis "Kiko" Pangilinan today urged Anakpawis Rep. Crispin Beltran to file raps against Atty. Francis Ver, the deputy secretary general of President Gloria Arroyo's political party, the Kabalikat ng Malayang Pilipino or KAMPI.

"Ka Bel should file a case against the source of the 'indecent proposal' to back a bogus impeachment complaint against the President. Tamaan ang dapat tamaan, pakawala man o hindi ng Malacanang," said Kiko.

Beltran, in his privilege speech this afternoon, tagged Ver as the "Malacanang ally" who offered him P2 Million to ensdorse a "weak" impeachment complaint against President Arroyo. The complaint was filed by Atty. Roel Pulido at the House of Representatives last Friday.

Article 212, Section 2 of the Revised Penal Code states that anyone who tries to bribe a public official or "shall have made the offers or promises or given the gifts or presents" shall be held liable for the crime of corruption of public officials.

Bribery is defined by Black Law's Dictionary as the offering, giving, receiving, soliciting of any item of value to influence the actions as an official or other person in discharge of a public or legal duty. The bribe is the gift bestowed to influence the receiver's conduct. It may be any money, good, right in action, property, preferment, privilege, emolument, object of value, advantage, or any promise or undertaking to induce or influence the action, vote or influence of a person in an official or public capacity.
