KIKO: REVIVAL OF ANTI-SUBVERSION LAW, "A RABBIT OUT OF A
HAT", A USELESS PLOY IN A FAILED ANTI-INSURGENCY CAMPAIGN

Senate Majority Leader and Independent senator Kiko Pangilinan today opposed the latest bid to revive the repealed Anti-Subversion Law, considering said proposal as merely passing the buck to cover up for government's lapses in stopping insurgency.

"This government gave itself a self-imposed deadline of three years to the insurgency, but realizing that this deadline is nearing, and they have nothing to show for, they toss the ball to the Congress to legislate anti-insurgency and amnesty measures," Kiko said.

RA 7636 repealed in 1992 the then 35-year old Anti-Subversion Law, allowing leftist and left-leaning groups to participate in policy-making under a constitutional system as guaranteed under the rule of law.

"Congress should not fall into the trap of acting to revive a discarded and outdated policy of criminalizing citizens critical to the government, simply because the incompetent advisers of President Arroyo, out of desperation, have decided to pull a rabbit out of a hat, hoping the public will shriek in delight," Kiko explains.
