CA DECISION ENFORCEMENT HOLDS MORE POWER THAN AUDIT ON CABINET OFFICIALS, SAYS CHIZ

While welcoming the House's proposal to conduct a performance audit on all Cabinet members, Senator Chiz Escudero today said Congress has more power over Cabinet officials if it enforces the decision of the Commission on Appointments on all appointed government officials.

Escudero said Congress does not have the power to remove cabinet officials as the President holds the sole prerogative in appointing her officials.

Yesterday, House Speaker Prospero Nograles proposed that Congress conduct a performance audit on Cabinet Members to find out who among the government officials are not implementing President Arroyo's policies. person and it cannot serve in that capacity"

Cabinet officials who have been bypassed by the CA continue to enjoy acting in the same capacity once the President re-appoints them in the same position.

Escudero said this practice is unfair because it forfeits the chance from other possibly qualified individuals to serve effectively and be appointed in the post.
