This (his resignation) will surely affect the bureau's revenue collection efforts. Perhaps, his (Esquivias) hands are tied down in such a way that he cannot also do what he needs to do to meet his targets.

We must insulate our collection agencies from the machinations of power brokers and influence peddlers even as we provide them with higher salaries and other privileges that will allow them to easily reject pressure in any form.
