Q: Sir, good morning po.

JPE: Maayong buntag sa imo, Bing. At sa inyong tanan!

Q: Maayong buntag, sir.

Q: Ok, sir. Ano ba ang balita sa atin ngayon, I'm sure marami kayong i-share sa mga taga Dumaguete at taga Negros oriental po?

JPE: Nandito kami ngayon Bing sa Bacolod. Kahapon binisita namin ang Silay, Victoria, Talisay, Murcia. Nag-rally kami sa Bacolod kagabi at pagkatapos nakipag-meet kami sa mga taga clergy, mga grupo ng mga abogado dito, at ibang mga civic leaders. Maganda naman at madaming tao, maganda naman ang resepsiyon sa kandidato ng Partidong ng Masang Pilipino.

Q: Yes, sir. kailan ba kayo pupunta dito sa Dakmayan, dito sa Dumaguete sir?

JPE: Ngayong araw na ito pupunta kami sa Salvador Benedicto, San Carlos, Guihulngan, La Liberdad ata dadaan ata kami diyan. Dadating kami diyan sa Dumaguete mamayang gabi o mamayang hapon.

Q: Oh, magkitakita tayo dito, sir. Okay, sir, may mga tanong tayo dito, sir, na gusto daw ng mga taga-Dumaguete na mabigyan mo ng answers. Isa sa mga questions, sir, nagpahayag na po si Speaker Prospero Nograles na hindi siya pabor na bigyan ng emergency powers si GMA para sa Mindanao power crisis? So ano po ang reaksyon ninyo dito? Alam naman natin na you are pushing for the EPIRA law, or for the other laws when it comes to power. So anong reaction ninyo dito sir?

JPE: Ang sabi ko, I cannot support an emergency power para sa President. Sinabi ko na yan kahapon, dahil ano ang magagawa niya? Anong magagawa ng Presidente upang maresulba itong problema ng scarcity of supply ng kuryente, samantalang ito ay force majeure. God ito eh, Diyos lang ang nakakapagpa-ulan sa atin. Ang President hindi niya kayang magpa-ulan. Just do cloud seeding, pero that is very limited so hindi ko maintindihan ang mga idea ng proponents ng emergency powers for the President.

Q: I see, sir. There's another question dito, ayon po sa NBI eh wala na po sa Hong Kong si Sen. Ping Lacson? Ano na po ang bagong balita about this po?

JPE: Wala akong contact sa kanya. Ang authority na binigay ko sa kanya was to travel to Hong Kong within a certain time and that he shall return before the start of the session, eh hindi pa siya bumabalik and I have no contact.

Q: I see. Anyway sir, balik tayo sa local issue dito sa Dakmayan, Dumaguete po. The way I understand it, you will arrive this afternoon and ang daming taong gustong magtanong kung saan daw kayo pwede makita, at san daw kayo pwede kamayan?

JPE: Mamayang gabi we're going to a hotel. I cannot remember the name of the hotel, mayroon yata kaming rally mamayang gabi sa Dumaguete.

Q: I see. And?

JPE: We will be at the Rizal Plaza tonight, we have a rally.

Q: I see. Kasi ang daming tao at ang mga supporters ninyo dito are waiting for you. And then, sir, one last question? May project proposal po ang isang korporasyon dito sa Dumaguete, sa LGU na may kinalaman sa alternative energy. Nangako po sila na gagamitin po nila ang local man power sa lugar.

JPE: Ano ang gagamitin nilang alternative energy?

Q: Bio-fuel yata sir.

JPE: Sugarcane, cassava, potato, camote? what is the source of the raw materials to produce alcohol?

Q: The green technology po, parang sa bio-steer and technology po ata ito. And they were discussing a joint executive session dito. They will be financing daw, according to them they will provide adequate power supply, a minimum of 172 tons. Solid waste po ang gagamitin nila po.

JPE: Anong mga solid waste kaya ang gagamitin nila, mga baga?

Q: I think sugarcane po.

JPE: Sugarcane baga? Are they going to use yung sapal ng sugarcane, after extracting the juice? So steam will produce power, ganun ba?

Q: I think so po pero ang question po nila mayroon po ba tayong batas kung saan nirerequire ng mga investor na i-prioritize ang local man power, sa pag-tatayo ng kanilang mga investment?

JPE: We have a law, a bio-fuels act with tax incentives, but they have to qualify under that law. Hindi ko na matatandaan ang mga requirement but we have a law. I do not know about the requirement if they will hire local people for their operation, I cannot remember if that is in the law.

Q: I see. Anyway sir we will be asking more questions about you when we see each other tonight!

JPE: Yes, surely surely! I am ready with any question.
