CHIZ TO BIR: COME OUT WITH IRR ON SENIOR CITIZENS

Opposition senator Chiz Escudero today put to task the Bureau of Internal Revenue (BIR) to immediately comply with the immediate issuance of the implementing rules and regulations (IRR) of the recently passed Republic Act (RA) No. 9994 or the "Expanded Senior Citizens Act of 2010."

Escudero said unless the IRR has been issued, the country's senior citizens will not fully enjoy the benefit of a 20% discount in their purchases which the new law prescribes.

"How can Malacañang boast of the benefit of the law when the set of regulations that should guide the selling establishments is still sitting around? The IRR is the blood that will give life to the law, without it, compliance requirements will always open up holes for delay and hindrances in fully implementing the law."

Escudero said the BIR, who should be spearheading the strict implementation of our tax laws, should be compliant enough to speed up the issuance of the IRR.

"After much prodding, the Chief Executive has finally signed it and have already prided the effectivity of RA 9994 but it seems her executives are not that enthusiastic in enforcing it to the letter. The palace should press its revenue arm and other responsible agencies for the immediate release of the IRR, otherwise the passage of this law will be nothing but a whole show" Escudero said.
