Q: For record lang po sir, ano po 'yung initialization?

SP: I just opened the receiving computer (Consolidation and Canvassing Server) for the transmission of certificates of canvass (COCs) from all over the country for purposes of canvassing the votes for president and vice president. You know Congress is the one that canvasses the votes cast for each candidate for president and vice president. It is the function of Congress to proclaim through proper resolution whoever is the winner for president as well as for vice president. No one else can do that. Nobody will become president unless there is a proclamation of Congress saying that such a person has won the election for president and vice president. So, any speculation, any tabulation or any summation of results of election will be meaningless. It is Congress, under the Constitution, that is authorized to do the formal canvassing and proclamation of winner for president and vice president.

Q: Kailan 'yung joint session natin, sir?

SP: Sa schedule ng Kongreso, sa May 31st, pero pwede naman natin pag-usapan na gagawin 'yon ng mas maaga. Kaya pag-uusapan naming ng Speaker 'yon at pupulungin namin at kakausapin namin ang mga kasama namin sa House of Representatives at Senado na kung maaari ay gawin namin 'yon sa lalong madaling panahon para sa ganoon ay matapos na itong usapan sa eleksyon.
