Press Statement of Senator Bong Revilla

I call on my colleagues in the Senate and the House to reconsider the 2011 budget for State Universities and Colleges (SUCs). Hindi na dapat bumaba ang pondo ng mga SUC, at sa halip, ay dapat pa nga itong tumaas taun-taon, dahil dumarami ang mga nagiging estudyante at lumalawak ang mga pangangailangan ng mga ito.

It is therefore very insensitive on the part of the government to tell these institutions not to rely solely on government, and instead find means to generate their own funds.

Ang pagtaas lamang ng matrikula ang siyang magiging paraan para mapunan ng mga institusyong ito ang magiging pagkukulang sa kani-kanilang pondo. Hindi tama na ipasa sa mga estudyante at kanilang mga magulang na pasanin ang kakulangan ng budget sa SUCs.

The government should not use the ballooning budget deficit as an excuse to reduce the subsidies for the SUCs. We must remember that education is a right. Thus, it is the responsibility of the State to shoulder the expenses of educating our people.

Ang pagbibigay ng edukasyon ay responsiblidad ng estado. Ang mga Educational Institutions ay hindi mga negosyo. Huwag natin silang turuan na gawing negosyo ang pagbibigay ng edukasyon sa ating mga mamamayan.

Dahil sa hirap ng buhay, ang makatapak at makapag-aral sa kolehiyo ay nagiging isa na lamang pribilehiyo. Hindi natin dapat tanggapin ang ganitong kaisipan.

Paulit-ulit sinasabi ng kasalukuyang pamahalaan na ang isa sa prayoridad nila ay ang pagpapaunlad ng antas ng edukasyon ng ating kabataan. But the current situation runs contrary to this position.

How will you accommodate the growing population of SUCs when you do not have enough funds for constructing new buildings and facilities - which to this moment incidentally has zero allotment?

If we are truly sincere in prioritizing education, then let us give the corresponding funds.
