ANGARA URGES REVAMP OF RP LEGAL EDUCATION

The Philippines' legal education would soon get its much needed revamp, said Senator Edgardo J. Angara during the recent Senate deliberations on the proposed 2011 national budget.

An additional P10-Million was inserted into the budget of the Commission of Higher Education (CHED) under the other executive offices of the administration, to aid in the implementation of R.A. No. 7662 or the Legal Education Reform Act of 1993.

Angara explained that the creation of a Legal Education Board would update the law curriculum to better prepare the country's law students for the work awaiting them after passing the bar.

"Right now, law studies are mostly oriented towards the subjects designed to help them pass the bar exams. The problem is, these subjects haven't changed significantly in years and in my opinion, some have become outdated," he said.

Further, Angara as the author of RA 7662 described the rationale behind the creation and approaching implementation of these revisions.

"All of this is based on the theory that the legal education of our law students ought to be handled by practicing professionals so that they get a good grasp of the real-world conditions of their chosen professions," said Angara.

According to Angara, a veteran lawyer and lawmaker, our legal education system should adjust to the gradual changes in the state and practice of law in the Philippines.

"I believe that legal studies should not be so rigid. It should have a measure of flexibility because the law curriculum is dynamic, always changing to reflect the country's current legal atmosphere," he stated.
