STLG: Ang recommendations, una, there should be an admission of guilt. Second, if there's an appeal then it's not immediately executory. But these are just recommendations and the President has the sole prerogative. Siya ang bahala kung gusto niyang pansinin or gusto niyang isnabin yung recommendations puwede niyang gawin sapagkat nasa kapangyarihan ng Presidente.

Q: The recommendations from the defense secretary?

STLG: No, these are recommendations by congress but these are not conditions. These are just recommendations. These are not amendments. Walang kapangyarihan ang kongreso na gumawa ng amendments . Walang kapangyarihan ang kongreso na gumawa ng condition.

Q: Sir paano kung pansinin nila ang recommendations?

STLG: Nasa kanila iyon.

Q: Technically sir, walang dinagdag na provision doon sa proclamation?

STLG: Technically wala. Hindi puwede. Walang kapangyarihan ang kongreso.

Q: Parang may separate document lang na recommendations for the proclamation?

STLG: Hindi separate document. Nandiyan lang sa concurrence resolution.

Q: Marginal note po ba iyon?

STLG: It's not marginal note. It is printed.

Q: If they adopt the recommendations, will they have to come up with a new proclamation?

STLG: I don't think so but I doubt if they will adopt the recommendation.

Q: But if they do sir, tapos bagong proclamation, same process lang ?

STLG: I don't think that they will adopt it because some of the recommendations, especially the second one is against the provisions of the amnesty proclamation. The one on the appeal.

Q: Kailan puwede mag-apply sa DND ?

STLG: After the publication. It's up to Malacañang to publish it.

Q: Ano iyong concerns ni Senate President kanina?

STLG: Hindi. Kina-clarify lang naming na ito ay recommendations lamang. Walang kapangyarihan ang konreso na mag-amyenda o mag-lagay ng kondisyon. Walang kapangyarihan ang kongreso na magmando sa presidente. Ang kapangyarihan ng kongreso is either to approve or disapprove.

Q: Sino pa ang nag abstain ?

STLG: Wala na . Si Honasan lang.

Q: How about Joker? Dalawa silang nag-abstain eh. Sino pa iyong isa?

STLG: Hindi ko na maalala kung sino pa ang nagabstain .

STLG: Recommendation lang iyan. Puwedeng isnobin ng president yan. Bale wala iyan.

Q: Hindi niyo na na - concur?

STLG: Na concur naming iyan pero you must remember na recommendation lang yan. Parang payo lang. Puwedeng I-adopt or balewalain.

Q: Sa part ng senate?

STLG: We did not agree but we chose to adopt na lang para walang bicam kasi tomorrow is the last day of session . If we have the bicam, January na iyan.

Q: Sa tinigin niyo sir, ano ang magiging dahilan para magkaroon ulit ng military adventurism at hindi na maulit pa ito?

STLG: Hindi na mauulit ito. Nasa civilian, government officials iyan. Kung mayroon kalokohan sa gobyerno, pagnanakaw, pagsisinungaling , lalong lalo na pandaraya sa election ay talagang magkakaroon ng pag-aalsa hindi lang sa military pati sa mga mamamayang Pilipino. Nakita natin na may EDSA 1 at EDSA 2.

Q: Under the new government?

STLG: Oo, mukhang panatag tayo na ang matinong gobyerno at good governance ay matatamo natin.

Q: Itong amnesty na ito ay first step sa last in peace na hinahanap natin?

STLG: Isa sa mga hakbang ito.

Q: Pabor ba kayo na lahat ng political prisoners bigyan ng amnesty ?

STLG: Yes, lahat dapat ng political prisoners bigyan ng amnesty sapagkat paano tayo magkakaroon - reconciliation kung nasa kulungan yung mga iba.
