TRANSCRIPT OF PRESS CONFERENCE
With Senator Alan Peter "Companero" S. Cayetano

Good afternoon everybody.

This week and next week, napakaraming mga hearings na gaganapin sa Senado. I just like to start with some basic principles na tingin ko dapat i-adopt both ng executive at ng legislative branches of government.

Three Basic Principles

Number one (principle), dapat ma-establish natin that government is not powerless. While it is true na sinabi ng spokesperson ng Malacanang na walang magic wand ang Malacanang para ang electricity rates at ibang problema ay mawala, alam naman nating lahat na ang Pangulo ay si President Aquino at hindi si Harry Potter.

Alam naman natin na wala silang magic wand. Pero mali din naman siguro na isipin na walang powers ang gobyerno to address all of this. And I will show you later that although we don't have a magic wand, we do have a legislature and we do have an executive branch of government. And in a few months, kaya naman i-solve ang mga problemang ito.

Second principle is that the government should not profit from the misery of our people. Hindi dapat pagkakitaan ng gobyerno ang kahirapan ng ating mga kababayan. And that is happening now kapag tumataas ang mga presyo.

The third principle is that the government should be result-oriented. Kaya nawawalan ng tiwala sa gobyerno ay isa ang graft and corruption, doon sa survey na lumalala ang graft, but also because we are not becoming result-oriented. We are becoming hearing or investigation-oriented. Siguro, tama na ang hearings at mga imbestigasyon. Ipagpatuloy ito sa mga bagong issues pero doon sa mga issue na sapat na ang impormasyon, ang hinahanap ng ating mga kababayan ay ang resulta.

The government is not powerless vs. power rate hike

Issue number one, pagdating sa kuryente. Ang sobrang pagtaas ng presyo ng kuryente noong December. Next issue ay bago pa tumaas ang presyo ng kuryente, let us not forget na isa na sa pinakamataas sa presyo ng kuryente ang Pilipinas sa buong mundo, at lalo sa ating region. Even if hindi nangyari ang pagshut down ng Malampaya, napakataas pa din ng presyo ng ating kuryente. So dapat gamitin natin as a blessing in disguise na na-put front and center ang issue na ito sapagkat through this issue, baka pati ang mataas na presyo ng kuryente in general, maresolba na din.

Pangatlong issue, may nangyayari ba? Ang tingin ng ating mga kababayan, so far, ang aksyon pa lang ng gobyerno ay ang TRO ng Supreme Court. Pero the rest is panay hearing. Hearing ng ERC, ng DOE, ng PSALM, ng WESM, ng Senado, ng Kongreso. Pero pagdating sa bayaran, yun pa ding mataas na presyo ang kanilang binabayaran. I think we have to address all these issues.

Sa unang issue, ang pagtaas ng presyo ng kuryente mula December hanggang ngayon. P4.15 kwh ang increase, which basically, ang epekto sa ating bayan ay, kung 200kwh ang kinokonsumo mo, P830.00, kung 300kwh it's P1245.00, at kung 400kwh, P1660.00.

Sa maliliit na consumers ng kuryente, dumoble ang kanilang bill. Doon naman sa mga may negosyo, ang PCCI o ang Chamber of Commerce ay naglabas na din ng statement na nabigla sila at trenta porsyento ang itinaas sa kanilang cost ng kuryente doon sa mga negosyong gumagamit o heavily reliant sa mga kuryente. Napakalaking epekto nito sa negosyo.

While the investigation is ongoing and regardless of the factual finding, one thing is very clear. Siguro, sa lahat ng nanood ng House at Senate hearings at yung oral arguments sa SC, whether or not may collusion, kung sino ang may kasalanan, paano nangyari, lalabas ang resulta niyan sa imbestigasyon.

The present system encourages collusion, windfall profits and high prices

But one thing is clear, kahit wala pa ang conclusion ng investigation, it is clear that the present system itself encourages collusion, windfall profits, and high prices. Meaning, we cannot continue with the present system dahil napakadali para sa mga players o sa ilang grupo sa present system na pataasin ang presyo ng kuryente and then sasabihin wala tayong magagawa?

Issue number two, bago pa tumaas ang presyo ng kuryente, napakataas na nito, isa tayo sa pinakamataas.

Just an example, ang prices nuong 2011, ang Pilipinas ay P9.77 kwh sa residential electricity, ang Singapore, P9.58, makikita mo ang Indonesia, Malaysia at Thailand napakabababa, P2.26, P3.26, P4.79. Sa low voltage industrial, P8.93 ang Pilipinas, P5.53 ang Indonesia , P5.50 ang Malaysia, ang Thailand ay P5.54.

Maaaring sabihin niyo, bakit, ang Singapore mas mataas sa atin? Totoo yun. Pero may voucher system sila. Sinasauli nila sa mga negosyo, nagrerebate sila. Kaya ang lumalabas, mas mura pa din. Kahit cost of electricity in the Philippines. According to the USAID study in April 2013, from 2000-2013, before the price hike, Meralco prices increased by a whopping 131% from P4.87 kwhn to P11.23 kwh. Just to show you na malaki ang problema natin dahil mataas na ang presyo ng kuryente, tapos pataas pa way above the inflation rate.

To quote from Arangkada Pilipinas, ito ay isang study at proposal ng iba't ibang foreign chamber of commerce sa Pilipinas, ang sabi nila, "the very high cost of power in the Philippines, especially when compared to other countries is a very negative factor for national competitiveness." Sa direct foreign investments, napakababa ng nakukuha ng Pilipinas compared sa ating neighbors. And one reason for that ay ang mataas na presyo ng ating kuryente.

Number three issue. May nangyayari ba? Panay hearing, panay salita. Nasaan na ang ating solusyon?

THREE SOLUTIONS: Amendment to EPIRA law now necessary

Let us go to solutions.

Number one, sa mataas na presyo ng kuryente in general, at lalo na nung December, it is very clear now that we have to amend EPIRA. Nakita niyo naman ang hearing kahapon, ang turuan, ang kahinaan sa WESM, napakarami pang kulang sa hearing, but we know that there is a need for amendments. And the findings of the various hearings should be incorporated so that we can address the weakness of the present system.

Number two, hindi lumabas ito sa hearing so far. Pero meron na tayong open access, ibig sabihin, doon sa gumagamit ng 750 kwh pataas, sila ay nakakacontract deretso na sa power generators. So sila, hindi sila nagkaroon ng surge at hindi tumaas ang kanilang power. Seven years pa ang hihintayin daw bago dumating ang less than 750 kwh para ang bawat bahay ay tatanungin na.

Parang sa Amerika, sa bahay mo, dalawa o tatlo ang darating diyan, magcocompete sila. So although Meralco lang ang distribution company, marami nang generators na pwedeng dumeretso sa inyo. So this will take care of more competition. Ang problema, it is still a seven-year waiting period. We should fast track this.

Lastly, the amendments of the EPIRA or any other regulation change should create the environment for more investors and players in the power industry to make investment friendly in the Philippines because one thing that was clear yesterday is that the more supply and reserves, the lower the price. Pero kapag bumababa ang supply at reserves, nagkakaroon ng chance na i-jack up ang prices.

Reduced VAT and royalties can cushion impact of high electricity bills

Another solution. Ito po, nabanggit ko na last year, yung floating VAT rate. Pero itong reduced VAT and royalties, ito po ngayon ay kino-quote ko from a USAID study. Brineak down nila ang pwedeng maging savings ng gobyerno if you reduce VAT and royalties, which can bring down the price of power by P1.4 kwh.

Ito ang pre-December prices. So pwedeng ibaba nang napakalaki ang prices of power o pwedeng in between that. Nasabi sa hearing na P1.92 ay napupunta sa royalties sa Malampaya. But remember, yung Malampaya natural gas, isang klase lang iyan ng fuel na ginagamit. Meron tayong coal, hydro, at renewable. But kung ia-average out mo, bawasan mo at royalties at VAT, P1.4 pa din ang kayang ibawas.

May isa pang study si Dante Canlas, dating NEDA Secretary nuong 2008. I am wondering if NEDA and the DOF are also doing a study now. Remember, nuong 2008, hindi singganda ng ekonomiya ng bansa natin ngayon. Even worldwide, the world was still in crisis. Yet during that time, sa kanilang pag-aaral, kapag binawasan ang VAT at natural gas royalties, P13.8B ang mawawala sa gobyerno pero ang papasok na negosyo sa Pilipinas will be equal to P62B in GDP and P62.35B in terms of GDP will give us P8.72B in terms of taxes and almost P1B in terms of additional non-tax revenue.

Meaning, napakaliit ng mawawala sa gobyerno pero napakalaki ng idadagdag. At kasama dito ang trabaho. Remember, every time the government says that maganda ang ekonomiya o ang credit rating gets higher, inaamin ng gobyerno na ang problema ay hindi inclusive. Ibig sabihin, ang mahirap, hindi yumayaman. Ang mayaman lang ang lalong yumayaman. At isa pa, yung sinasabi na jobless ang ating growth.

One way of addressing the inclusiveness and joblessness problems is ibaba ang presyo ng kuryente kasi we will get the kind of industries katulad ng manufacturing na kailangan natin.

Kaya mas mababa ang kuryente sa ibang bansa ay for natural reasons. For example, Indonesia has a lot of coal, sa Malaysia, may natural gas. And because meron sila nito, they subsidize their electricity. Hindi ganun kalayo ang diperensya sapagkat kapag tinanggal niyo ang subsidy sa ibang bansa [mas mura ang presyo sa kanila]�

We should study the system of subsidy in other countries

There is one form or another of subsidizing. Isa din ito sa solusyon - targeted subsidies. For example, in Indonesia and South Africa, they have prepaid electric cards. Dinidistribute nila ito para mabawasan ang babayaran mo. In Singapore, they have direct vouchers. Kung magtatayo ka ng factory, sasabihin ng Indonesia o ng South Africa, sa amin ka na lumipat, kasi sa Pilipinas, ang kuryente mo, P9.00. Dito, dahil bibigyan ka namin ng subsidies, lalabas na P5.00 lang� This is another example of solutions na ginagawa ng ibang bansa.

The IMF came out with a study na sinasabing they are now upgrading o itataas nila ngayon ang projection sa ating inflation rate from 3.3% to 4.4%, meaning, 1.1% ang idadagdag. Remember, mahigit dalawang trilyon ang ating budget. So for 1% na inflation, ang tao will lose P20.00 per day sa kanilang kinikita. Hindi na nga tumataas ang sweldo, mas kaunti pa ang mabibili nila. Pero sa national government, kung isang daang bilyon, 1% is P1B. If we will not take care of these problems, malala pa sa prediction ng IMF ang mangyayari sa inflation.

The power rate hike has a domino effect on prices of goods and demand for wage increases

Sa bigas, halimbawa, makikita niyo from 2001-2013, halos doble na ang presyo ng bigas. In 20 years, it is 100% increase. In the last years of the Aquino administration, 10% na ang tinaas ng bigas from P30.84 nuong 2010, naging P33.17. Remember, yung sinabi sa hearing noong isang araw, rice is inelastic. Ibig sabihin, kahit magkano yan bibilhin ng tao iyan.

All of these will have a domino effect. Kapag ang presyo ng petrolyo ay tumaas, ang presyo ng kuryente pataas din, ang presyo ng transport, pataas, ang LRT at MRT humihingi na ng increase, ang jeep, taxi at bus drivers ay humihingi na din ng increase, kasunod na nuon ang basic goods. Kapag nangyari yan, hihingi na ng increase sa pasweldo. Kapag nangyari yan, ang cost of business ay tumataas.

At ang problema sa cost of doing business, tumaas na nga ang pang-trucking mo, ang kuryente mo, tataas pa ang pasweldo mo, we lose competitiveness. Sabin g mga ekonomista, now is the best time na makakuha ulit ng manufacturing kasi nag-ooverheat sa China. Kaya llang, kung ganito ang nangyayari sa atin na ang gobyerno ay mas gustong malaki ang buwis nila�

The government should not profit from the misery of the people

The government should not benefit from the misery of the people. Doon sa P4.15 kwh na idadagdag ng Meralco, P0.33 sa gobyerno mapupunta. Parang naiinlab ang gobyerno na kapag tumaas ang presyo okay lang kasi ang buwis tumataas, tapos sasabihin di bale na may CCT naman at ibang programa. May limit ang kayang tanggapin ng mga tao ng itataas ng presyo.

Don't get me wrong. Kapag binawasan ang VAT at royalties, ang target revenue for 2014 ay mami-meet pa din. Ang prediction naman sa price, nameet naman ang level. Ang problema, tumaas, kaya lalong tataas ang sisingilin ng VAT.

Palace should bring the private sector and the government together to work on EPIRA amendments

Lastly, as a suggestion and as one of the solutions, I strongly urge the Aquino administration to put together a very high level of private-and-public group, both executive and legislative, to work on the amendments of the EPIRA and the tax laws that we may finally resolve issues like this.

Nuong nagkaroon ng brownout sa Mindanao before the elections, nagkaroon ng Mindanao summit. Bakit hindi pwedeng magkaroon ng high-level na summit o working group para tapusin itong lahat rather than the natural [procedure] na ang daming nakafile ng bill tapos matagal sa second reading, sa committee, so hindi na natin kayang hintayin. Kung gusto ng gobyerno na maging economic miracle ang legacy ng administration, they have to act this year. Kung hindi, lahat ng mayayaman, yayaman, pero hihirap lalo ang mahihirap.

I don't predict na sasama ang ekonomiya o ang growth ay magiging negative o bababa masyado. Ang problema, we will continue to have the kind of growth that is not inclusive.
