GPPB: Social Value Bill to Boost Efforts vs. Poverty

Senate Bill No. 1029 or the Social Value Bill will be able to address the poverty of the country, if not entirely eradicate it.

This was the pronouncement of Dennis Santiago, Executive Director of the Government Procurement Policy Board (GPPB), during the hearing of the Senate Committee on Social Justice about the bill passed by Sen. Bam Aquino.

"The Social Value Bill is the way to go because we target poverty under the social contract doctrine," Santiago said.

Under the Social Value Bill of Sen. Aquino, businesses that support communities and community-based enterprises will be able to compete for contracts for projects from government.

The social value will be added as a government criterion and to its bidding processes for its projects.

Currently, price range and technical specifications are the only criteria of government.

"With our bill, we are considering poor communities who can be contractors or suppliers to contractors," said Aquino. "The government's expense will be cheaper, and at the same time, will be able to provide livelihood to the Filipinos."
