Trillanes: Realign K to 12 budget to fund teachers' pay hike

Senator Antonio "Sonny" F. Trillanes IV, a staunch supporter of teacher's rights and welfare, filed two separate bills promoting teacher's welfare, one increasing the minimum salary grade of public school teachers and second creating plantilla positions for volunteer teachers.

"Our teachers are the prime movers of our country's education system. They are looked upon and heralded as molders of our youth. Yet, they are among the most underpaid and ignored professionals in the country," said Trillanes, chairman of the Senate Committee on Civil Service and Government Reorganization.

Trillanes added, "It is imperative that we accord them the benefit they truly deserve as practitioners of the noblest profession."

Under Senate Bill No. 487, Trillanes seeks to increase the minimum salary grade of public school teachers from salary grade 10 to salary grade 20, which is equivalent to P36,567.00 per month, in accordance to the 4th tranche of the Salary Standardization Law 3.

The said increase, according to Trillanes, will provide them with decent pay commensurate to the sacrifices they make in educating the country's youth.

Another relevant measure is Senate Bill No. 636, which aims to create plantilla positions in the Department of Education for volunteer teachers with at least five years of continuous service in the Philippine public school system.

"Instead of implementing the ambitious K to 12 Program, which will just exacerbate the discouraging condition of our education system, our government should first address the concerns relating to the welfare of our teachers," Trillanes emphasized.

Trillanes is one of the authors of the Salary Standardization Law, which increased the salary of government employees in 2008.#

Trillanes IV, kilalang nagsusulong ng karapatan at kapakanan ng mga guro, ng dalawang panukalang batas na magbibigay ng dagdag benepisyo sa mga guro mula sa mga pampublikong paaralan. Ang isa ay nagtataas sa minimum salary grade ng mga guro sa pampublikong paaralan, habang ang isa naman ay naglilikha ng mga plantilla positions para sa mga boluntaryong guro.

"Ang ating mga guro ay ang pangunahing tagapagsulong ng edukasyon sa ating bansa. Sila ay tinitingala at tinuturing na tagapaghubog ng mga kabataan. Ngunit sa kabila nito, sila ay isa sa may pinakamaliit na natatanggap na sahod at di nabibigyang pansin na propesyon sa bansa," ani Trillanes, tagapangulo ng Senate Committee on Civil Service and Government Reorganization.

Sa ilalim ng SBN 487, ang minimum salary grade ng mga guro sa mga pampublikong paaralan ay itataas sa Salary Grade 20 na may katumbas na Php36, 567.00 base sa kasalukuyang Salary Standardization Law, mula sa kasalukuyang Salary Grade 11, na may katumbas na Php18,549.00 lamang.

Ang nasabing pagtaas, ayon kay Trillanes, ay magbibigay sa mga guro ng disenteng sahod na nararapat sa mga sakripisyong ginagawa nila upang magkaroon ng maayos na edukasyon sa bansa.

Isa pang mahalagang panukala ay ang SBN 636 na naglalayong lumikha ng mga plantilla position sa Department of Education para sa mga boluntaryong guro na nagsisilbi sa mga pampublikong paaralan nang hindi bababa sa limang taong tuloy-tuloy na serbisyo.

"Sa halip na ipatupad ang ambisyosong K to 12 Program na magpapalala lamang sa nakapanlulumong kondisyon ng edukasyon sa bansa, dapat munang tugunan ng pamahalaan ang mga isyu na may kinalaman sa kapakanan ng ating mga guro," binigyang-diin ni Trillanes

Si Trillanes ay isa sa mga may-akda ng Salary Standardization Law 3 na nagtaas ng sahod ng mga kawani ng gobyerno noong 2008.
