Kumpiyansa ako na by the end of the year maipapasa na ng Senado ang FOI. Ang challenge talaga ay sa Kongreso dahil doon, maraming bersyon at nahihirapan silang pag-isahin yun. Kongresista pa lang ako isinusulong ko na ang FOI. This 17th Congress, we filed Senate Bill 315, a more comprehensive FOI. And sana, with the SONA of the president, ma-inspire tayo na baguhin yung pamamaraan at maging bukas ang pamahalaan para makita na walang itinatago at lahat ng transaksyon ay walang kalokohan.

Yung hindi nagawa ng Kongreso sa loob ng 30 taon ay nagawa ng Ehekutibo sa iilang araw lamang. Of course, ang coverage nito is only the executive branch. Sa legislative, sa judiciary, local governments, wala pa. Pwede rin palawakin doon sa mga pribadong organisasyon dahil mayroon talagang probisyon sa Senate version to cover private entities which have contracts with the government and which are willing to open their books, among other things.
