GRACE POE ON CIVILIAN IAS HEAD

The PNP as primary law enforcement agency should itself follow the law at all times. Republic Act No. 8551 or the PNP Reform and Reorganization Act of 1998, specifically mandates a QUALIFIED civilian head for the Internal Affairs Service (IAS) to ensure impartial, independent and objective inspection and audit of personnel, and investigation of cases involving police officers. The term qualified comes first.

If police officers are better choices, the Chief PNP should check and reveal the success rate of IAS under a police officer in resolving administrative cases. Again, the whole point of the IAS is its independence and objectivity which will be better ensured in the case of a qualified civilian head.

Paano naman magkakakumpyansa ang ating mga kababayan na magsumbong sa pulisya kung ang inirereklamong pulis ay sa kapwa pulis din irereklamo? Sa puntong ito, ang batas ay batas at dapat itong sundin.
