SEN. JOEL VILLANUEVA'S OPENING REMARKS DURING THE HEARING ON LGU BUDGET REFORMS

Magandang umaga po sa inyong lahat at salamat po sa inyong pagdalo.

I want to thank and congratulate Senator Lacson for his advocacy to empower our villages by reforming our budget and reducing socio-economic inequality in the country. To this end, we need to augment the IRA by downloading additional funds to LGUs for development endeavors.

Sa pag-ikot ko po sa buong bansa at pakikipag-usap sa ating mga Gobernador, Mayor, at maging sa mga Kapitan, ang hiling nila ay isa lang naman po talaga - ang madagdagan ang pondong ibinababa sa kanila ng national government.

Isa pa ay dahil naniniwala po tayo na ang paglago ng ekonomiya ay hindi awtomatikong dadaloy pababa sa mga komunidad. Iyong "trickle-down effect", matagal na po nating sinasabi na baka maling konsepto iyan. Ang alternatibong konsepto ng "inclusive growth", ito po ang gusto nating patuloy na pagtuunan ng pansin at ito nga po ang pangunahing layunin ng Senate Bill 1065.

I believe that this bill will be a spark for inclusive growth but I also understand that the proposed allotment is an enormous undertaking.

Saan po ba kukuhanin ang malaking halaga na ito? Pwedeng ang sagot po ay nasa napakalaking savings, iyong unobligated or unutilized appropriations ng national government agencies na umaabot sa mahigit 700 billion pesos para lang sa taong 2015. Ibigay na lang po natin ito sa mga LGUs.

Alam po ng ating mga lider sa lokal ang mga proyekto o programa na dapat nilang ipatupad at makakatulong sa pag-unlad nila. Ang mahalaga, linawin natin sa panukala kung saan lang dapat gamitin ang pondo. Kailangan din po siyempre ang performance evaluation para may accountability sa pondo ang mga lokal na pamahalaan.

During our consultations, I've heard suggestions like adopting a "matching grant program" to help LGUs get appropriate financing to achieve minimum service standards for key basic social services. Of course, we would definitely be open to more ideas or proposals.

In the proposed allotments to LGUs, one of my suggestions in my bill is the allotment of no less than 10% of the Local Development Fund (LDF) for tech-voc training.

I have repeatedly said that tech-voc can help LGUs generate jobs, it can make doing business easier, it can help our people at the local level realize that with the rights skills, they need not go to Metro Manila or abroad to look for jobs, they can look intenally, in their own localities.

Allow me to mention that the proposal to allot 10% of the LDF to tech-voc is in line with the Barangay-Based Scholarship Program, one of TESDA's 14-point Reform and Development Agenda under the Duterte Administration. TESDA has already started this program under the Barangay-based Scholarship Program or the "Barangay Kasanayan para sa Kabuhayan at Kapayapaan" (BKKK).

Just imagine: there are 42,000 barangays in the country. The existing scholarship programs of TESDA like TWSP and PESFA are not enough to cover all the barangays. Noong nasa TESDA po ako, gusto po naming bumaba talaga sa lahat ng barangay pero iyong pondo para sa training ang limitasyon namin.

Hindi pa po kasama iyong target na skills training para sa mga magsasaka, mangingisda, mga katutubo, kababaihan, rebel returnees, drug dependents, MSMEs, at iba pa - iyon pong mga beneficiaries at training programs, LGUs po dapat ang mag-identify in coordination with TESDA and other agencies. I believe that this bill is a response to the much needed support for tech-voc training at the local level.

Mabanggit ko na rin po: Noong 2007, nagtulong po kami ni Senator Lacson para maipasa ang Anti-Red Tape Act. Siya po ang Chairman ng Committee on Civil Service dito sa Senado at principal author ng Anti-Red Tape Bill. Ako naman po ang author sa Kamara.
