The successive summary killings of youngsters - the 17-year-old Kian Loyd Delos Santos and 19-year-old Carl Arnaiz - demonstrate, in palpable and irrefutable ways, that our police force under Duterte has been converted into cold-blooded executioners. The psyche of these uniformed state agents now conforms to that of our butcher President.

The next President will surely have his or her hands full in reforming or redeeming PNP as an institution.
