Transcript of interview with Sen. Cynthia Villar (hearing on the lifting of QR)

Q: Ano po ang layon ng hearing natin dito sa lifting ng quantitative restriction on rice?

Villar: Kasi talagang expired na iyong provision na we can impose quantitative restrictions on rice as of July of last year kaya we have to replace it with a legislation removing the QR on rice and instead doing tariffication on rice. Ibig sabihin noon, makaka-import na sila but they have to pay tariff. Ngayon, ang tariff na kokolektahin natin, ang prediction diyan ay around P25 billion a year, we will give ito to the programs of the rice farmers para ma-hasten ang competitiveness nila. Like for example, we will give money to PhilRice para i-promote sa farmers ang use of inbred seeds. Kasi iyong inbred seeds nila can produce 6 metric tons per hectare instead of the present 4 metric tons per hectare. Parang 50% increase in production. And then of course, mechanization sa PhilMech para magbigay sila ng mga machine so that rice farmers can mechanize. Kasi ang laki po ng labor cost natin compared to the Vietnamese because we are not mechanized. So with that maybe after a while, we can produce 6 metric tons per hectare instead of 4, and then at P7, then that means we are competitive already. So hindi na magi-smuggle, hindi na magi-import kasi they will not make money on it because we can produce it at the competitive price, self-sufficient na tayo.

Q: Ano ang proposed tariff para sa rice?

Villar: 35% for ASEAN, 40% for non-ASEAN.

Q: Kailangan ng legislation?

Villar: Kailangan ng legislation. Nag-issue si President Duterte ng EO but dapat permanent legislation para mas strong tayo. Otherwise, makakasuhan tayo sa WTO.

Q: Ano ang impact nito sa presyo ng bigas?

Villar: Tingin naman namin, huwag lang ia-abuse, minimal. Kasi meron tayong mga provinces na competitive na. There are 39 provinces which are competitive. Meron tayong another 40 na near competitive. Of course yung ibang provinces baka talagang hindi naman talaga sila conducive to rice farming.

Q: Do you agree sa sinabi ng BSP kanina na kapag napasa ito, mako-kontrol ang impact ng TRAIN sa inflation?

Villar: That's the theoretical projection pero alam mo naman may mga problem tayo na nangyayari sa baba na hindi based on theories. May bad practices din tayo kasi hindi natin mapigil ang smuggling, hindi natin mapigil ang cartel. Mga ganoong bagay na hindi naman nila sinasama sa projection nila. Iyon ang question namin sa projection na iyon. Actually, ang impact ng TRAIN sa rice ay transport cost. Any agricultural product hindi naman nag-tax. Ang nag-tax lang ay oil. So iyon lang, part of the transport cost na sa tingin ko naman hindi naman ganoon kalaki iyon. Kaya lang minsan may mga retailers tayo na dahil may TRAIN, ginagawa nilang reason iyon to increase all prices when in fact, they were not part of TRAIN. Ang talagang tinamaan lang ng TRAIN is gasoline.

Q: Kailan po ang target nating maisabatas itong QR lifting?

Villar: First quarter.

Q: May counterpart sa House?

Villar: Meron, nasa committee din.

Q: Habang wala, nilift na through the executive order?

Villar: May executive order and president pero ang sabi nila kailangan daw ang legislation para mas effective.

Q: Nabanggit ba sa hearing iyong na-confiscate na smuggled rice?

Villar: Hindi naman. Ang sinasabi lang namin, iyang smuggling of rice kaya nagpo-proliferate iyan kasi hindi pene-penalize, hindi nadedemanda. May nadinig na ba kayong nakulong dahil nag-smuggle ng rice? Wala. Kapag ganyan kasi ang situation hindi naman tayo dapat dependent lang sa justice system natin to prevent this. Kailangang tulungan na natin ang farmers to be competitive. Kasi kapag naging competitive sila, there's no reason why people will smuggle because hindi na profitable iyon. Kaya profitable ang smuggling, because there is a cost difference between production of rice in Vietnam and the Philippines. 6 pesos sila, 12 pesos tayo so may price difference. Pero kung maibababa natin ang cost of production natin, hindi na sila magi-smuggle. That is a better way, hindi iyong palagi na lang tayong nagi-investigate para i-prosecute ng DOJ tapos hindi naman nila pino-prosecute. Walang nagyayari sa ganoon.

Q: Pinakawalan yata, ma'am?

Villar: What's new? Gagawin namin iyong batas, lalagyan namin ng tinatawag na Rice Competitiveness Enhancement Fund. Dadalhin iyong koleksyon doon to programs that will make rice competitive para may pagdadalhan. Farmers will not feel bad because lahat ng koleksyon dadalhin sa programa para gawing competitive ang mga rice farmers.

Q: May estimate po kayo?

Villar: P25 B kung makokolekta, a year.

Q: Sa Marikina nag-advise na next week daw magtataas ng piso ang bigas dahil sa TRAIN?

Villar: Hindi naman na-tax ang bigas. Ang na-tax is gasoline, transportation lang. Hindi naman iyon ang major cost ng bigas. Ginagawa na lang nilang reason iyong TRAIN.

Q: Ano ang dapat gawin sa mga nagte-take advantage?

Villar: Hindi ba may price monitoring team ang DTI at DA? Dapat i-put up nila iyon at mag-active sila sa price monitoring at hulihin nila iyong mga unreasonable price increases. Meron naman talaga tayong ganoon.

Q: Kung hindi mapipigilan ang mga umaabuso mababale-wala ba ang benefit na inaasahan sa TRAIN?

Villar: Yes. Kailangang i-monitor nila ang price increases. Iyong TRAIN naman, ang nakikita ko lang doon na affected ang consumer, iyong oil. Iyon ang direct. Sugar? Nag-agree doon ang sugar industry so minimal iyon sa kanila. In fact, ang malaking tax iyong imported sugar. Maliit lang ang tax sa local sugar at kaya naman tinax iyon for health reasons. Para bawasan ang sugar content ng products kasi bad for the health iyon. And then iyong tobacco tinax uli but that is expected kasi dini-discourage ang smoking. It's more of a health issue than a way of raising revenue. So ang talagang tinamaan lang ay oil. But in a way, iyong oil, kasi dinidiscourage din nila na bumili nang bumili ng kotse kasi wala naman tayong mga kalye na dadaanan ng kotse, nagkakatrapik-trapik na.

Q: Pero iyong pag-deliver ng bigas?

Villar: Alam mo, as a componennt of cost, mahina iyon. Hindi naman importante iyon. Kasi talagang ang question sa bigas iyong productivity. Can they produce rice more per hectare from 4 mtn to 6 mtn to compete with Vietnam. Iyon ang issue sa rice, not the transportation cost. That'minimal.
