Sen. Leila M. de Lima's Statement on the Killing of Fr. Ventura

Appalling and shockingly familiar. That's my first thought upon learning last Sunday about the assassination of Fr. Mark Ventura moments after he celebrated mass and christened babies in Cagayan. As a God-fearing nation, the killing of religious is unacceptable as it is most abominable.

Our country has the worst level of impunity in the world, according to the 2017 Global Impunity Index (GII-2017) published by Unibersidad de las Americas Puebla. This climate of impunity has been perpetrated and perpetuated by the Duterte regime who himself has publicly and blatantly encouraged killings not only of drug suspects but whoever gets in the way of his policies.

Klarong-klaro ang tahasang pagwawalang bahala sa panawagan ng hustisya sa mga biktima ng pagpatay. Kitang-kita din ang sabwatan ni Duterte at ng ibang sangay ng gobyerno para takutin at patahimikin ang mga nagsasalita laban sa diktadurya at mga paglabag sa pamahalaan.

Noong nakaraang linggo, ang 71-years old na si Sr. Patricia Fox ay pilit na pinapaalis sa bansa - dahil ang tulad niya raw - na tumutulong sa mga komunidad sa kanayunan at nagpapahayag ng opinyon hinggil sa mga paglabag sa karapatang pantao - ay "undesirable alien."

Ngunit habang patuloy ang mga patayang naging kultura na sa ilalim ng administrasyong ito tulad ng nangyari kay Fr. Ventura, hindi titigil ang mga kritisismo at mga panaghoy para sa katarungan.

Sa ngayon, tatlong grupo ng mamamayan ang target ng extra-judicial killings: (a) mga alleged drug offenders - na papatayin on the spot kahit tulog; (b) mga taga-media na nagbabato ng mga tamang tanong at impormasyon; at (c) advocates of human rights and social justice o mga taong nagsasalita para sa mga malilit at napabayaang sektor ng lipunan, kasama ang religious.

In this picture, one can surmise that the gun-for-hire and killing-in-tandem executions are thriving because a business is made available to them and they are not being brought to justice, nor do they fear their conscience. Unfortunately, this is an atmosphere criminals can enjoy under this heartless regime.

The killings and the efforts to allow them to occur and thrive with impunity will not even truly solve the underlying problems: poverty, lack of employment opportunities, failure to recognize and treat drug dependence as a health issue; and the inability of the police force and the government to effectively investigate, stop and prosecute big-time drug smugglers and drug lords.

Sino ang nakikinabang sa mga patayang ito, at sa pagbaon sa hustisya?

Ang sugat na iniiwan nito sa mga pamilya ng mga biktima ay malalim at hindi tuluyang matutugunan, at ang kalakarang ito ay tatatak din sa mga Pilipino na tila isang bagong "normal" - na kabi-kabila ang patayan at wala nang pagpapahalaga sa buhay.

Sa ganitong sitwasyon, saan po papunta ang ating bayan? Anong klaseng kaisipan at mga prinsipyo ang ipapamana natin sa mga susunod na henerasyon ng Pilipino?

We cannot remain silent while impunity reigns. Only our collective will and action can stop this monstrous culture of death!
