Villanueva's opening remarks during the hearing on the proposed Magna Carta of Filipino Seafarers Act

Magandang umaga po sa ating lahat.

I welcome everyone to today's continuation of hearing on the seafarers' bills pending before this Committee:

First, Senate Bill Nos. 244, 314 and 904 or the "Magna Carta of Seafarers" is about the fundamental protection of seafarers' rights in terms of employment, working conditions including their education and training. Senators Legarda, Angara, Ejercito and yours truly have authored this proposal.

Second, Senate Bill No. 429 or the "National Seafarers' Commission" filed by Senators Poe and Legarda, as the title of the bill implies, is about the need to put up a centralized agency directly involved in promoting assistance to all seamen and seawomen.

Third, Senate Bill No. 881 or the "Pilipinong Marino Act" filed by Senator Poe is obviously about greater protection and welfare of Filipino sea-based migrant workers through the creation of a National Seafarers Administration.

Naniniwala po tayo na ang mga panukalang batas na ito ay angkla sa matatag na trabaho at magandang kinabukasan ng mga Pinoy seaman at seawoman at kanilang pamilya.

Klaro po ang dahilan kung bakit kailangang bigyan natin ng ibayong pansin ang kanilang trabaho at ang kapakanan ng mga Pilipinong marino.

Napakarami po kasi nating mga kababayang nagbabarko - umaabot po sa 700,000 ayon sa Philippine Statistics Authority. Nasa mga 380,000 po ang naka-deploy sa mga barko abroad o katumbas ng 25% ng maritime industry ng mundo.

Kaya nga po kung saan may barko, tiyak na may Pilipino - sa mga cargo ship, cruise ship, tanker, at fishing vessel.

Malaking pwersa po ang bilang ng mga Pilipinong marino para pag-ugnayin ang mundo kaya nga talagang "kayamanan sila ng ating lahi". Sabi nga po last hearing, titigil ang ekonomiya ng daigdig kapag bumaba ang mga Pinoy seaman sa mga barko dahil 90% po ng lahat ng pagkain, raw material, coal, oil at gas ay binabyahe sa dagat.

I remember I saw an article this 2018, tinatayang aabot sa anim na bilyong dolyar ang cash remittance ng mga Pinoy seaman. Ibig sabihin, sa kada $100 na ipinapadala ng mga Pinoy OFW, $20 po ang galing sa mga seafarers natin.

Ano po ang dulot nito sa atin? Maraming Pilipino ang nakakapagpatuloy ng pag-aaral, nakakapagpatayo ng bahay o nakakapagpundar ng negosyo sa tulong ng kanilang kapamilya o kaanak na nagbabarko.

Kaya gusto po nating mas bigyan ng pansin ang mga Pilipinong marino sa pamamagitan ng mga panukalang batas namin nina Senator Angara, Senator Ejercito, Senator Poe, at Senator Legarda.

These bills are aligned with the Maritime Labor Convention of 2006, a worldwide commitment to secure the rights of all seafarers to decent employment, which the Senate ratified in 2012.

I know that our seafarers have been waiting for the Magna Carta to be enacted into law. Congressman pa lang po ako noong 13th Congress pinag-uusapan na namin itong Magna Carta of Seafarers Bill sa House.

Noon at hanggang ngayon, 'yong problema sa mga benepisyo, working conditions, recruitment at placement, etcetera, nandyan pa rin po.

That's why I believe we've reached a point, when in order to best protect the interests of our seafarers, we need better inter-agency coordination or collaboration. Thus, a new commission or national seafarers administration may be timely and appropriate.

Alam n'yo po ito na bago ang July 2013, TESDA po ang nagbibigay ng certificates for deck and engine ratings sa mga seaman. Kaya bago i-assume ng MARINA ang functions na 'yan para sa make-or-break audit noon ng European Maritime Safety Agency o EMSA, marami po akong nakakausap na mga seaman tungkol po sa usapin na ito.

Kaya alam ko po kung gaano kahirap ang buhay ng isang seaman lalo na po iyong mga able bodied at ordinary seaman na araw-araw nagkukudkod ng kalawang ng barko.

So, our seafarers' truly deserve the passage of these measures without any more delay.

Today, and in time for the celebration of the 23rd National Seafarer's Day this September 30, we want to hear more from you how we can uplift the status of our Filipino seafarers so that we can maintain their advantage over other nationalities and spur the development of the Philippines as a maritime country.
