Sen. Leila M. de Lima: Probe police complicity in EJKs in light of the verdict in Kian delos Santos' case

The guilty verdict handed down this morning by the Caloocan Regional Trial Court against three (3) police officers involved in the killing of minor Kian delos Santos provides another oasis for justice seekers in an otherwise wasteland of human wrongs.

For the thousands of families of victims of EJKs and other crimes of impunity under the current Administration, this is a most welcome respite, and a much needed boost for all human rights defenders to carry on the fight for truth and accountability.

It may be recalled that sometime last month, the head of PNP Central Visayas Region admitted in a media interview that some hitmen responsible for the recent series of killings in Cebu City and central Philippines were "most likely... retired military or police officers or there are active police officers." This dovetails with a number of previous reports from human rights groups and media organizations, such as Human Rights Watch, Reuters, and Rappler, which revealed the complicity of police officers or their agents in the "drug war" killings.

Katugma ito sa pag-amin ng isang pulis sa Catanduanes noong Abril 2017 na siya ay inutusan ng nakakataas sa kanya na pumatay ng mga diumano'y drug suspects. Naalala ko tuloy ang testimonya ni Harra Kazuo sa Senado ukol sa pagpatay ng mga pulis sa kanyang asawang si Jaypee Bertes noong Hulyo 2016 sa loob ng istasyon ng Pasay police.

Nanariwa rin sa isip ko ang mga sinumpaang salaysay na hindi naipresenta sa Senado, katulad ng ukol sa pagkasaksi ng mga anak sa pagpatay ng kanilang ama sa loob ng kanilang bahay sa Cagayan, at ang kwento ng isang tiya ukol sa walang-awang pagpaslang ng pulis sa kanyang pamangkin sa kanilang bahay sa Quezon.

Ang hatol sa kaso ni Kian ay magpalakas sana ng loob at magpatibay ng determinasyon sa maraming iba pang naghahanap ng katotohanan at katarungan sa mga patayan. Nawa'y magsilbing malingas na sulo ito na magtataboy sa matagal nang dilim at lagim sa ating paligid.

In the meantime, I urge for the immediate creation of an independent commission to investigate the role of police officers in the "drug war" killings. The findings of the court in Kian's case, the various reports on the killings, and the documentation of eyewitness accounts, all reasonably point to police complicity that should entail an independent in-depth investigation. That probe or inquiry should be completely independent from the PNP, PDEA, and the Office of the President.
