STATEMENT OF SENATOR WIN GATCHALIAN ON THE PHILIPPINE COMPETITION COMMISSION AND DEPARTMENT OF ENERGY COLLABORATION

The collaboration between the Department of Energy (DOE) and the Philippine Competition Commission (PCC) is a major step in promoting an environment that is free from anti-competitive and collusive behavior, especially in times of sudden and unexplained power outages when helpless consumers feel that they are always at the mercy of energy players.

During our last hearing on the spate of power outages in Luzon, we encouraged not only the DOE, but also the Energy Regulatory Commission (ERC), to come up with a clear working relationship with the PCC so that they would have a consistent conclusion when investigating anti-competitive and collusive behavior among energy players.

We hope to see ERC, which has the expertise when it comes to regulation of the electric power industry, execute a similar memorandum of agreement with PCC, which is the expert in competition law, to fortify the consumers' defense against possible collusions in the power sector.
