On the Proposal to Create a Special Committee in the Senate to Study IRRs

I just like to share my own thoughts on this. There have been many laws that I've passed that I really would have wanted to go back and also check on the implementation.

But it's really a matter of time constraints. So what I would suggest is that we would be able to use the full force of the Senate machinery. And I know we have various departments who can weigh in on this including the Legislative Parliamentary Counseling Service, the Committee on Rules. So what would happen is maybe we could come up with a system wherein instead of me having a full-blown hearing of the 20 laws that I want to oversee, let's just give it to them and report it out to me or anyone for that matter can do the same thing.

They can give it to the concerned, the committee in charge, and then that person, because that is the chair, can then ask for the assistance of the various departments and experts that we already have, and if necessary, call a hearing. If not, it may be just a documentary process.

I just submit that for the record because I wanted to do it but I never have the time. So if we can do this in an orderly fashion, it would really make life easier for all of us, I think. Thank you, Mr. President.
