POE: AID POOR STUDENTS STRUGGLING TO LEARN ONLINE

Sen. Grace Poe urged the Department of Education (DepEd) to heighten crucial partnerships with telcos and the private sector to enable indigent learners to equally benefit from online learning (Hinikayat ni Sen. Grace Poe ang Department of Education (DepEd) na mas paigtingin ang partnership nito sa mga kumpanya ng telekomunikasyon at pribadong sektor upang matiyak na ang mga naghihikahos na estudyante ay makikinabang rin sa online learning).

"Our poor students across the country should be given the opportunity as well to participate in online classes instead of merely being confined to printed modules. They must not be daunted or impeded by sheer lack of basic access (Ang ating mahihirap na mag-aaral saan mang sulok ng bansa ay dapat ring magkaroon ng oportunidad na makasali sa online classes at hindi lamang magkasya sa mga printed module. Hindi sila dapat mahadlangan ng kakulangan sa basic access)," Poe said.

"We owe it to them to consolidate the needed assistance for optimal learning to harness our children's best potentials (Obligasyon natin na pagtulung-tulungang maibigay ang tamang ayuda para matuto sila nang husto at lumabas ang natural nilang kakayahan)," she stressed.

At the Sept. 25 hearing of the Senate on DepEd's budget next year, Poe asked Secretary Leonor Magtolis Briones if her department has forged a number of memorandums of agreement (MOA) with telcos to help both students and teachers pursue effective and meaningful online education (Sa pagdinig ng Senado noong Setyembre 25 sa budget ng DepEd para sa susunod na taon, tinanong ni Poe si Secretary Leonor Magtolis Briones kung ang kanyang departamento ay mayroong mga memorandum of agreement (MOA) sa mga telco upang matulungan ang mga estudyante at guro na magkaroon ng epektibong edukasyon online).

Briones confirmed the existence of such MOAs with private providers whose pursuits are "harmonious" with their programs. At the same time, the secretary noted that the "cost aspect" was an important consideration (Kinumpirma naman ni Briones ang nasabing MOA sa mga pribadong provider na may mga adhikaing kahanay ng sa DepEd. Gayunpaman, inamin ng kalihim na ang pinansyal na aspeto nito ay mahalagang konsiderasyon).

"We subject them to the same standards and criteria for evaluation (Ang mga ito ay dumaraan sa parehong standard at criteria for evaluation)," Briones told Poe, "Marami sila (private providers), hindi concentrated to one or two or three, sa mga local governments..."

Early on, students and parents still opted for the modular means of learning, Briones further explained (Sa una pa man, mas pinili ng mga mag-aaral at magulang ang modular learning, ayon kay Briones). "Noong enrollment, tinanong namin ang mga bata at teachers kung anong preferred nila't mga parents, they still opted for modular--'yung gumagamit ng mga reading material," Briones cited.

"The challenge for us (in the department) is to reduce our dependency on printed materials and move in the direction of tapping online tools for education (Isang hamon sa amin (sa departamento) na bawasan ang paggamit ng mga printed material at imbes ay magtungo na sa mga online tool para sa edukasyon)," the secretary said.

"No child must be left behind," Poe reiterated, noting the importance of a whole-of-society approach in enabling less fortunate children to have equal opportunities ("Walang bata ang dapat maiwanan pagdating sa edukasyon," ani Poe, kasabay ang pagdidiin sa kahalagahan ng pagtutulungan ng buong komunidad upang matiyak na ang mga kapuspalad ay magkakaroon ng patas na mga oportunidad sa buhay).

The chairperson of the Senate committee on public services earlier donated mobile gadgets to poor students through their schools to help them cope with the shift to online and blended learning amid the pandemic (Matatandaang kamakailan ay nag-donate si Poe, chairperson ng Senate committee on public services, ng mga mobile gadget sa mga mahihirap na mag-aaral upang matulungan silang makaagapay sa online at blended learning sa gitna ng pandemya).
