Senate Bill 1855: An Act Creating the Position of

Thank you, Majority Leader. Thank you, Mr. President. Good afternoon to our colleagues.

This representation would like to commend our colleagues the Majority Leader, Migz Zubiri, and Senators Revilla, Tolentino, and Hontiveros for crafting this much-needed reform in our cooperatives, or Senate Bill No 1855 under Committee Report No. 117.

Bayanihan and damayan are core values that are at the heart of the cooperative, which to my mind, in turn is at the heart of our belief that Filipino farmers and fisherfolk, given the support and opportunity, will be able to lift themselves out of poverty.

Malalim ang aming paniniwala na sa pamamagitan ng pag-organisa ng mga magsasaka at mangingisda sa mga kooperatiba, magkakaroon sila ng mas maraming options, ika nga, kung paano madadagdagan ang kanilang kita. Maaaring sa pamamagitan ng value-adding, marketing, o sa sama-samang pagpuno sa malalaking demand ng mga mamimili na hindi kakayaning punuan kung sila ay nag-iisa lamang.

We believe that, for our farmers and fisherfolk to rise above poverty, they have to move away from subsistence farming and instead pursue or join farm-related enterprises such as cooperatives. Capacitate them and provide them with a market that will not take advantage of them. Foster the spirit of an entrepreneurial community that will empower them.

Marami na tayong nakitang halimbawa nito lalo na ngayong pandemya mula sa mga ibinahagi sa ating ng Department of Agriculture, ng mga local governments.

Sa Sorsogon, ang Sta. Cruz Development Cooperative, kasama ang 170 pang local rice farmers, ay pinagbilhan ng LGU ng palay sa halagang P1.5 million na nagsigurong meron silang sapat na buffer stock habang patuloy pa rin ang quarantine sa kanilang probinsya. Dahil sa pagbili ng LGU ng kanilang palay, sapat ang kanilang kinita upang mabayaran ang halos 98% ng kanilang mga utang sa ilalim ng Fertilizer Loan Assistance Program.

Sa Pamplona, Camarines Sur, 5,170 bags of rice sa halagang P9.6 million ang binili ng LGU mula sa Camarines Sur Multipurpose Cooperative at mga local rice farmers. Sa Caramoan, Camarines Sur, P3.7 million-worth of rice ang binili mula sa isang farmers' cooperative. Sa Legazpi City, Albay, bumili ang LGU ng 4,500 bags of rice worth P8.3 million mula sa isang kooperatiba.

Sa Dulag, Leyte; Ormoc City; at Motiong, Samar naman, kwento ng kanilang mga municipal agriculturist, tumaas ang kita ng mga magsasaka at kooperatiba dahil tinapatan ng LGU ang presyo ng kanilang mga produkto kumpara sa mga nabibili ng middleman at benta sa palengke. Bukod pa rito, nakatipid din daw ang mga residente dahil sa iskemang ito na nakatulong sa higit 77,000 households o mga pamilya.

Sa San Agustin, Isabela, bumili direkta ang provincial government ng 10,960 bottles of fresh and pasteurized milk na nagkakahalaga ng P274,000 mula sa San Agustin Dairy Cooperative noong Mayo 2020. Ang mga dairy products na ito ay ipinamahagi ng provincial government sa Cagayan Valley Medical Center at iba pang district at major hospitals sa Isabela sa gitna ng pandemya. Dahil sa pagbili ng provincial government, nadagdagan ang kita ng kooperatiba ng halos P30,000.

Ilan lamang yan sa mga halimbawa kung paano nakakatulong ang direktang pakikipag-ugnayan ng LGU at ng ating mga kooperatiba sa tulong ng Department of Agriculture. Kumita ang ating mga magsasaka kahit pa sa kalagitnaan ng pandemya.

As of July 2020, over 245 farmers cooperatives and associations benefited from LGUs direct purchase of agri-fishery products.

Over P6 billion worth of agri products were purchased by local governments during this pandemic. And all this was done even without a municipal cooperative officer. Lalo na siguro dahil dito sa batas na ito, mas lalawig pa ang mga kooperatiba sa ating bansa.

Ang mga nakuhang aral ngayong pandemya ay magiging bahagi na ng "new" at "better normal" para sa ating sektor ng agrikultura. Ang dagdag na kitang dulot ng direktang pagbili ng produkto ng mga magsasaka at mangingisda ay dapat magpatuloy kahit wala nang pandemya. Higit sa lahat, walang masasayang na mga produkto dahil nandiyan ang gobyerno upang saluhin ang pinaghirapan ng ating mga magsasaka at mangingisda.

All these would be more and more a reality nationwide with a Cooperative Development Officer.

As such, with the firm belief that this bill is what's needed to boost and empower our cooperatives, we would like to manifest and thank the good authors and sponsors of the measure that I have been allowed to co-author the measure as well.
