Poe seeks funding for footpaths, elevated walkways in 2021 budget

Sen. Grace Poe questioned the lack of funding for pedestrian infrastructure in the proposed budget for 2021 (Kinuwestiyon ni Sen. Grace Poe ang kawalan ng pondo para sa mga pedestrian infrastructure sa panukalang budget para sa 2021).

"According to a study by the Asian Development Bank, nearly 35 percent of destinations are within a 15-minute walk. But because we don't have decent footpaths, Filipinos are forced to drive their cars or commute (Ayon sa pag-aaral ng Asian Development Bank, halos 35 porsiyento ng mga destinasyon ay kayang lakarin sa loob lang ng 15 minuto. Pero dahil wala tayong maayos na bangketa para lakaran ng publiko, napipilitan tuloy ang mga Pilipino na mag-commute o gumamit ng sarili nilang sasakyan)," said Poe.

In a hearing of the Senate committee on public services last year, the Department of Transportation (DOTr) said that a network of elevated walkways would be easy to build and could be constructed in less than two years (Sa pagdinig ng Senate committee on public services noong nakaraang taon, binanggit ng Department of Transportation (DOTr) na ang isang network ng elevated walkways ay madaling maitatayo at magagawa nang hindi aabutin ng dalawang taon.).

"DOTr na mismo ang nagsabi na madali lang itayo ang mga elevated walkway. Pero hindi naman pinopondohan. Not a single centavo in the proposed P1.10-trillion infrastructure outlays for next year will be allocated for a walkway (Kahit isang sentimo sa panukalang P1.10 trilyon na budget para sa mga imprastraktura sa susunod na taon ay walang nakalaan para sa walkway)," the senator said.

Poe also noted that the P8.51-billion EDSA Greenways project was approved by the National Economic and Development Authority (NEDA) Board in January 2020 and remains on the list of priority projects (Binanggit pa ni Poe na ang P8.51 bilyong EDSA Greenways project ay inaprubahan ng National Economic and Development Authority (NEDA) Board noong Enero 2020 at nananatiling nasa listahan ng mga pangunahing proyekto).

The project aims to enhance pedestrian facilities around key rail stations along EDSA. It is also in line with the National Transport Policy, which the NEDA Board approved in 2017 (Layunin ng proyekto na iangat pa ang mga pasilidad para sa publiko sa paligid ng mga rail station sa EDSA. Nahahanay din ito sa National Transport Policy na inaprubahan ng NEDA noong 2017).

"The road to commuter welfare may be paved with good intentions but we want to see our commuters accorded the priority they deserve by giving them a slice of the infrastructure budget (Ang daan tungo sa kapakanan ng mga komyuter ay maaaring puno ng magagandang intensyon pero nais nating makitang binibigyan sila ng prayoridad sa pamamagitan ng paglalaan ng budget para sa imprastraktura)," Poe said.

The senator is author of Senate Bill No. 930 or the proposed Sustainable Elevated Walkways Act (Ang senador ang siya ring may akda ng Senate Bill No. 930 o ang panukalang Sustainable Elevated Walkways Act).
