IMEE: INVESTIGATE-AND-SUSPEND IS A 1-2 PUNCH THAT WOULD KNOCK OUT OUR HOSPITALS

Senator Imee Marcos has called for a review of PhilHealth's "abuse of its quasi-judicial powers," as hospitals threaten to walk out on the state health insurance agency over allegedly delayed reimbursements since last year.

Marcos said PhilHealth's plan to implement a temporary suspension of payment of claims (TSPC) before the end of August "highlights the need to curtail the agency's overarching control over hospital fraud, payments and sanctions."

"PhilHealth's simultaneous investigation and suspension of reimbursement claims is coercion, not an anti-fraud effort. Allegations of attack-and-collect, of false fraud charges, and suspension blackmail by PhilHealth Legal have been heard many times in the past," Marcos explained.

"I know PhilHealth chairman (Dante) Guierran to be a competent and upright public servant. But some officials in his Legal department have been known to be the opposite," Marcos pointed out.

"Billions in dormant PhilHealth funds should be released and put to work ASAP. These are not meant to just keep earning interest in the bank during a global health crisis," Marcos added.

Marcos expressed concern that some 96 million beneficiaries of government-subsidized healthcare may be left to pay all their hospital bills, if the TSPC pushes health care institutions to disengage from PhilHealth by the end of the year.

"Health insurance premiums being paid by government and private sector employees, overseas Filipino workers, indigents, senior citizens, self-earning or informal workers, as well as their dependents, will be rendered useless if hospitals decide that the TSPC is the last straw and walk out on PhilHealth," Marcos warned.

Based on direct complaints reaching Marcos's office, hospitals see the TSPC as "very thinly disguised coercion and harassment" rather than a means to protect PhilHealth from irregular hospital claims.

"It could not be worse-timed amid the emergence of Covid-19 variants and new waves of rising infection," Marcos said.

PhilHealth's mechanism to claim refunds, file cases, and revoke the accreditation of health care institutions (HCIs) "obviates the need for TSPC" to discourage upcasing, Marcos said, referring to the anomalous practice of tampering with patients' data and distorting the gravity of a disease to pad the value of reimbursement claims.

"And in the upcasing incidents evidenced in the past, collusion not between hospitals but involving PhilHealth officials themselves has been proven. Laging kasabwat ang PhilHealth sa upcasing raket na 'yan! (Philhealth is always in cahoots in that upcasing racket!)" Marcos said.

As it is, PhilHealth has not even met its promise to reimburse 60% of the value of hospital claims via the newly launched Debit-Credit Payment Method (DCPM), Marcos said, based on direct complaints from private hospitals and hospital associations reaching her office.

"Some provincial hospitals have not even received 1% of their claims," Marcos cited.

"Hospitals need to maintain or even increase their healthcare capacities during this crucial period. PhilHealth must stanch their financial hemorrhage by speeding up reimbursements soon," she added.

Pinarerepaso ni Senador Imee Marcos ang "mapang-abusong quasi-judicial powers" ng PhilHealth, sa harap ng banta ng mga ospital na kakalas na sa health insurance agency dahil sa naantalang bayad sa kanila ng ahensya mula pa noong nakaraang taon.

Sinabi ni Marcos na ang plano ng PhilHealth na ipatupad ang temporary suspension of payment of claims (TSPC) bago matapos ang buwang kasalukuyan ay "nagbibigay-diin na dapat nang kalusin o tapyasan ang kontrol o kapangyarihan ng ahensya na mamahala sa mga di umanong mga kaso ng hospital fraud at sa pagbayad at pagpataw ng mga sanctions o parusa sa mga ospital.

"Ang sabay-sabay na imbestigasyon at pagsuspinde ng PhilHealth sa mga reimbursement claims ng mga ospital ay panggigipit at hindi anti-fraud effort. Ang mga alegasyon ng pag-atake at pangungulekta, gawa-gawang fraud charges, at suspension blackmail o tangkang magsususpinde ang PhilHealth Legal ay maraming beses nang narinig noon pa," paliwanag ni Marcos.

"Kilala ko si PhilHealth chairman (Dante) Guierran bilang isang may kakayahan at tuwid na public servant. Ngunit may mga opisyal sa kanyang legal department na nababalitaang kabaliktaran niya," pinunto ni Marcos.

"Ang mga pinatutulog na pondo ng PhilHealth ay kinakailangan nang ilabas at maibigay ASAP. Ang naturang pondo ay hindi para kumita ng interes sa bangko sa kasagsagan ng isang global health crisis," diin ni Marcos.

Nangangamba at nag-aalala si Marcos na ang 96 million na benepisaryo ng PhilHealth ay mawawalan ng mga diskwento sa mga ospital kapag itinuloy ang TSPC at mapipiltan ang mga ospital na kumalas na lamang sa PhilHealth sa katapusan ng taon.

"Mawawalan ng saysay ang mga Health insurance premium na binabayaran ng mga empleyado ng gobyerno at pribadong sektor gayundin ng mga overseas Filipino workers, indigents, senior citizens, self-earning o mga informal worker, pati ang kanilang mga dependents, kapag nagdesisyon ang mga ospital na palagan ang TSPC at kumalas na sa PhilHealth," babala ni Marcos.

Base sa mga reklamong idinudulog sa tanggapan ni Marcos, naniniwala ang mga ospital na ginagamit ang TSPC para manggipit o mang-harass sa kanila at hindi para proteksyunan ang PhilHealth laban sa mga irregular na hospital claims.

"Mali ang tyempo nito sa gitna ng pagkakaroon ng iba't-ibang Covid-19 variant at panibagong paglobo ng mga impeksyon," ani Marcos.

Ang mekanismo ng PhilHealth sa pagkuha ng refund, pagsasampa ng kaso, at pagbawi ng akreditasyon ng mga ospital ang nag-aalis sa pangangailangan para sa TSPC para maiwasan ang upcasing, ani Marcos, tukoy ang maanumalyang pakikialam sa datos ng mga pasyente para makapagdeklara ng mas malalang sakit at mapataas ang makukuhang reimbursement sa PhilHealth.

"Sa mga nagdaang insidente ng upcasing, napatunayan na hindi mga ospital kundi ang mismong mga PhilHealth officials ang nagsasabwatan. Laging kasabwat ang PhilHealth sa upcasing raket na 'yan!" dagdag pa ni Marcos.

Hindi pa di umanong natutupad ng PhilHealth ang pangako nitong babayaran ang 60% na sinisingil ng mga ospital gamit ang kalulunsad na Debit-Credit Payment Method (DCPM), ayon kay Marcos.

"Ang ilang ospital sa probinsya ay ni hindi nakatanggap kahit man lang 1% ng kanilang sinisingil sa PhilHealth," banggit pa ni Marcos.

"Kinakailangang mapanatili ng mga ospital o mapataas pa ang kanilang kapasidad sa healthcare ngayong krusyal ang kondisyon ng bansa. Huwag nang paduguin pa ng PhilHealth ang natitirang pondo ng mga ospital at bilisan na ang pagbayad sa kanila sa lalong madaling panahon," dagdag pa ni Marcos.
