Gatchalian reiterates push for 'zero illiteracy' on International Literacy Day

Amid the observance of International Literacy Day today, September 8, Senator Win Gatchalian pressed the need to achieve zero illiteracy nationwide.

Gatchalian recently filed two measures that will help accelerate the universalization of literacy and address learning losses resulting from school closures.

Senate Bill No. 2348 or the National Literacy Council Act seeks the formulation of a three-year roadmap on the eradication of illiteracy. The bill also aims to mobilize Local School Boards as de facto local literacy councils and align with the implementation of the Alternative Learning System (ALS), which was institutionalized through Republic Act No. 11510. Senate Bill No. 2355, on the other hand, seeks to establish a national learning intervention program to be known as the Academic Recovery and Accessible Learning (ARAL) Program Act, which will include well-systematized tutorial sessions using various delivery modes ---face-to-face, online, and blended learning.

The proposed ARAL program seeks to prioritize Reading to develop learners' critical and analytical thinking skills. It also aims to cover the most essential learning competencies on Language and Mathematics for Grades 1 to 10, and Science for Grades 3 to 10. For Kindergarten learners, the ARAL program will focus on strengthening literacy and numeracy. "Sa pagbangaon ng sektor ng edukasyon mula sa pinsalang dulot ng pandemya, ang tuluyang pagsugpo sa illiteracy ay isa sa mga dapat nating tutukan. Dapat nating tiyakin na ang bawat mamamayan ay may sapat na kakayahan upang makilahok sa lipunan at makamit ang mas magandang kinabukasan," said Gatchalian.

The Chairman of the Senate Committee on Basic Education, Arts and Culture emphasized that prior to the pandemic, millions of Filipinos were already struggling to achieve both basic and functional literacy---a problem that COVID-19 could exacerbate because of school closures and the disruption of other education programs.

According to the results of the 2019 Functional Literacy, Education and Mass Media Survey (FLEMMS), six out of 100 Filipinos aged five years old and above have not achieved basic literacy. This means 6 million Filipinos cannot read or write with understanding a simple message.

The same report pointed out that 8 percent of Filipinos aged 10 to 64 years old were functionally illiterate. This is equivalent to 6.7 million Filipinos in this age group that lack the skills to participate fully and efficiently in daily activities, which require a reasonable capability of communicating through a written language.

Pagkamit ng 'zero illiteracy' sa buong bansa isinusulong ni Gatchalian

Sa gitna ng pagdiriwang ng International Literacy Day ngayong araw, Setyembre 8, binigyang diin ni Senador Win Gatchalian ang kahalagahan ng pagkamit ng zero illiteracy sa buong bansa.

Kamakailan ay naghain si Gatchalian ng dalawang panukalang batas upang mapabilis ang pagsugpo sa illiteracy at mapigilan ang pag-urong ng kaalaman dahil sa pagsasara ng mga paaralan.

Sa ilalim ng Senate Bill No. 2348 o ang National Literacy Council Act, isinusulong ni Gatchalian ang pagkakaroon ng three-year roadmap upang masugpo ang illiteracy. Layunin din ng panukalang batas na pakilusin ang mga Local School Boards bilang mga de facto local literacy councils. Sa ilalim din ng panukalang batas, ang pagsugpo sa illiteracy ay itutugma at iaayon sa pagpapatupad ng Alternative Learning System na naging institutionalized na dahil sa Republic Act No. 11510.

Isinusulong naman sa Senate Bill No. 2355 ang pagkakaroon ng national learning intervention program na tatawaging Academic Recovery and Accessible Learning (ARAL) Program. Ang naturang programa ay magkakaroon ng mga sistematikong tutorial sessions na gagamit ng iba't ibang paraan ng pagtuturo kabilang ang face-to-face, online, at blended learning.

Tututukan ng isinusulong na ARAL program ang Reading o Pagbasa upang hasain ang critical at analytical thinking skills ng mga mag-aaral. Magiging saklaw din ng programa ang most essential learning competencies sa Language at Mathematics para sa Grades 1 to 10, at Science para sa Grades 3 to 10. Sa mga mag-aaral naman sa Kindergarten, tututukan ng programang ARAL ang literacy at numeracy.

"Sa pagbangon ng sektor ng edukasyon mula sa pinsalang dulot ng pandemya, ang tuluyang pagsugpo sa illiteracy ay isa sa mga dapat nating tutukan. Dapat nating tiyakin na ang bawat mamamayan ay may sapat na kakayahan upang makilahok sa lipunan at makamit ang mas magandang kinabukasan," ani Gatchalian.

Tinukoy din ng Chairman ng Senate Committee on Basic Education, Arts and Culture na bago pa tumama ang pandemya, milyon-milyong mga Pilipino ang nananatiling walang taglay na basic at functional literacy----bagay na maaari pang lumala dahil sa pagsasara ng mga paaralan at pagkaantala ng mga programang pang-edukasyon.

Ayon sa 2019 Functional Literacy, Education and Mass Media Survey (FLEMMS), may anim (6) sa isang-daang Pilipinong may edad na lima (5) pataas na hindi taglay ang basic literacy. Katumbas nito ang anim (6) na milyong Pilipinong hindi makapagsulat o makapagbasa nang may pag-unawa sa isang simpleng mensahe.

Lumabas din sa naturang ulat na walong (8) porsyento ng mga Pilipinong may edad na sampu (10) hanggang animnapu't apat (64) ang functionally illiterate. Katumbas nito ang halos pitong (6.7) milyong Pilipino sa naturang age group na hindi makalahok sa mga pang-araw-araw na gawain, kung saan kinakailangan ang sapat na kakayahang makipag-usap gamit ang wikang panulat.
