Gatchalian wants to weigh POGO operations thru Senate probe

Dismayed by lower-than-expected revenue collection from Philippine Offshore Gaming Operations, Senator Win Gatchalian wants a Senate inquiry to measure the economic costs and benefits of POGO operations in the country.

"The government allowed POGOs in the country precisely for the purpose of generating additional revenue. If we are not able to realize this, then we must have a careful review of POGO operations to determine whether they should remain in the country," Gatchalian stressed.

News reports cited former Department of Finance (DOF) Secretary Carlos Dominguez III projecting in October 2021 that total revenue collections from POGOs for the year 2022 to 2023 could reach P76.2 billion. However, recent data showed that revenues from POGO operations in the country aren't likely to even hover near this amount as revenue collection in the first quarter reached only P1.55 billion. Also, tax collections from the industry reached only P3.91 billion in 2021 compared to P7.176 billion in 2020 and P6.424 billion in 2019.

"Susuriin natin nang maigi ang pagiging lehitimo ng mga POGO sa bansa. Titignan natin kung advantageous ba ito sa gobyerno. Aalamin natin kung nagbabayad ba sila ng tamang buwis at kung gaano karami ang nakakapasok na iligal sa bansa," Gatchalian added in filing a resolution to probe the issue.

He also pointed out that due to the growing incidence of crimes attributable to the POGO industry, both national and local authorities are ramping up their efforts to curb these crimes and maintain peace and order in the country which entails additional costs for the country.

"Clearly, any economic benefit that we derive from POGO operations should substantially outweigh any social cost that we must bear in exchange for their presence in the country," Gatchalian said, referring to the reported rise in criminality attributed to POGOs.

The lawmaker cited a recent report from the anti-kidnapping group of the Philippine National Police (PNP) which revealed that kidnapping of workers from POGOs has so far increased by 25% as of September 2022. Worse, more crimes related to the POGO industry remain unreported, he said.

Gatchalian: Suriin ang operasyon ng POGO sa bansa

Dahil dismayado sa mababang koleksyon ng buwis mula sa Philippine Offshore Gaming Operations, nais ni Senador Win Gatchalian na isulong ang imbestigasyon sa senado upang malaman ang epekto sa ekonomiya at benepisyo ng operasyon ng POGO sa bansa.

"Pinayagan ng gobyerno ang mga POGO upang magkaroon ng karagdagang kita. Kung hindi ito maisasakatuparan, kailangang suriin nang maigi ang mga operasyon ng POGO sa bansa kung kailangan pa nilang manatili dito," ani Gatchalian.

Sinabi noon ni Department of Finance (DOF) Secretary Carlos Dominguez III na aabot sa P76.2 bilyon ang kabuuang revenue collection mula sa mga operasyon ng POGO para sa taong 2022 hanggang 2023. Gayunpaman, ang mga kasalukuyang datos ay nagsasabing malamang na hindi aabot sa inaasahang pigura dahil ang nakolektang buwis sa first quarter ng taon ay umabot lamang sa P1.55 bilyon. Bukod dito, umabot lamang sa P3.91 bilyon ang koleksyon ng buwis mula sa industriya noong 2021 kumpara sa P7.176 bilyon noong 2020 at P6.424 bilyon noong 2019.

Binigyang-diin din ng senador na dahil sa dumaraming insidente ng mga krimen na nauugnay sa industriya ng POGO, ang mga awtoridad ay naglalaan ng malaking resources para sugpuin ang kriminalidad sa bansa.

"Ang anumang benepisyong pang-ekonomiya na makukuha natin mula sa mga operasyon ng POGO ay dapat na mas malaki kaysa sa anumang gastos na dapat nating pasanin kapalit ng kanilang presensya sa bansa," sabi ni Gatchalian kaugnay ng ulat na tumaas ang bilang ng krimen na nauugnay sa mga POGO.

Binanggit ni Gatchalian ang pinakahuling ulat mula sa anti-kidnapping group ng Philippine National Police (PNP) na nagsiwalat ng pangingidnap ng mga empleyado ng POGO na tumaas ng 25% noong Setyembre 2022. Bukod dito, marami pang hindi naiuulat na krimen na may kaugnayan sa industriya ng POGO, aniya.
