Robin sa DSWD, NCIP: Tulungan ang mga Katutubo Para Di na Kailangang Mamalimos Tuwing Kapaskuhan

Para hindi na sila mapilitang pabalik-balik na magbuwis-buhay sa Metro Manila para "mamasko" tuwing sasapit ang Kapaskuhan, dapat bigyang prayoridad ang mga katutubo sa tulong pangkabuhayan (livelihood) ng Department of Social Welfare and Development (DSWD) at ng National Commission on Indigenous Peoples (NCIP).

Ito ang panawagan ni Sen. Robinhood "Robin" C. Padilla sa mga opisyal ng dalawang ahensya nitong Miyerkules, sa pagdinig ng komite ng Senado sa 2023 budget ng DSWD.

Ani Padilla - na namumuno sa Senate Committee on Cultural Communities and Muslim Affairs - handa rin siyang makipagugnayan sa dalawang ahensya para matulungan ang mga katutubo.

"Tuwing dadating ang Kapaskuhan, nakikita po natin ang ating mga katutubo sa iba't ibang kalsada kasama ang kanilang mga anak lalo ang mga kapatid kong Badjao... Kukunin sila, tapos ibabalik sa lugar nila, babalik din sila dito," aniya.

"Meron pong mga programa ang DSWD tulad ng livelihood program. Ito ang sa akin lang mapaglarong isip. Pwede po kaya na turuan na lang sila kung paano mamasko nang hindi delikado, parang gawin ba nating livelihood yan?" dagdag ng mambabatas.

Ani Padilla, "napakasakit tingnan" na parang pulubi ang itsura ng mga katutubong bumibiyahe sa Maynila tuwing Kapaskuhan para "mamasko" dahil sila ay "royal blood" natin at "tunay na may-ari ng Pilipinas."

Tugon ni DSWD Sec. Erwin Tulfo, may mga programa sila katulad ng Balik Probinsya at Kalahi-CIDSS para may pagkakakitaan ang mga katutubo pag uwi nila - na dapat gawin sa taong ito para hindi na sila babalik sa susunod na taon.

Ayon kay NCIP chairman Allen Capuyan, balak nilang gayahin ang programa ng Davao City government kung saan iniipon sa isang lugar ang mga katutubo para sa cultural presentation, at doon pupunta ang mga gusto tumulong na donors at sponsors.

Dagdag ni Capuyan, nakikipagugnayan sila sa Technical Education and Skills Development Authority (TESDA) para turuan ang mga katutubo ng pagtahi ng damit.


Robin to DSWD, NCIP: Help End IPs' Yearly 'Begging' in Manila's Streets as Christmas Nears

To finally stop the seemingly endless cycle of Badjaos and other indigenous peoples forced to travel to Metro Manila at Christmastime and risk their lives while begging for alms, it is time they get priority long-term livelihood assistance from the Department of Social Welfare and Development (DSWD) and National Commission on Indigenous Peoples (NCIP).

Sen. Robinhood "Robin" C. Padilla made this call Wednesday to officials of the two agencies during a hearing on the DSWD's budget for 2023.

Padilla, who chairs the Senate Committee on Cultural Communities and Muslim Affairs, added he is ready to coordinate with the agencies to help the IPs.

"Tuwing dadating ang Kapaskuhan, nakikita po natin ang ating mga katutubo sa iba't ibang kalsada kasama ang kanilang mga anak lalo ang mga kapatid kong Badjao... Kukunin sila, tapos ibabalik sa lugar nila, babalik din sila dito (When Christmastime approaches, we see IPs such as our Badjao brethren on the streets, with their children. Our authorities would rescue them from the streets and send them to their home provinces, but they will keep coming back)," he said.

"Meron pong mga programa ang DSWD tulad ng livelihood program. Ito ang sa akin lang mapaglarong isip. Pwede po kaya na turuan na lang sila kung paano mamasko nang hindi delikado, parang gawin ba nating livelihood yan (Our DSWD has livelihood programs. This is a suggestion - can we teach them to earn a living without having to risk their lives)?" he added.

Padilla said it is "napakasakit tingnan (very painful to see)" IPs going to Manila and begging for alms, considering they are "royal blood."

DSWD Sec. Erwin Tulfo said his department has programs like Balik Probinsya at Kalahi-CIDSS to help the IPs once they are brought to their homes, adding these must be implemented this year so they need not return to Manila next year.

For his part, NCIP chairman Allen Capuyan said they plan to replicate the program of the Davao City government where IPs are gathered at a venue for a cultural presentation, and donors at sponsors can go there.

Capuyan added they are coordinating with the Technical Education and Skills Development Authority (TESDA) to teach IPs on weaving.
