Defining redtagging: In the absence of a legal definition of what constitutes red-tagging or red-baiting, Sen. Panfilo “Ping” Lacson says the final version of the committee report on Proposed Senate Resolution No. 559, looking into issues on red-tagging/red-baiting of certain celebrities, personalities, institutions, and organizations, will adopt the definition espoused by Justice Marvic Leonen. During the hybrid plenary session Wednesday, March 3, 2021, Lacson agrees with Minority Leader Franklin Drilon that it is within the powers of the chamber to come up with a definition of what red-tagging is. In his dissenting opinion in Zarate vs Aquino III, Leonen defined red-tagging as “ the act of labelling, branding, naming and accusing individuals or organizations being left-leaning, subversive, communists, terrorists; used as a strategy by state agents, particularly law enforcement.” (Albert Calvelo/ Senate PRIB)
