Review of Senate Rules: Sen. Alan Peter Cayetano calls on the Committee on Rules to review the Senate's policies on the transmittal of bills approved by the chamber. Manifesting his support for his sister, Sen. Pia Cayetano, who delivered a privilege speech Tuesday, July 26, 2022, to slam the delayed enrollment of the controversial Vaporized Nicotine and Non-Nicotine Products Regulation Act to the President, the younger Cayetano said the Senate must have a stand whether or not to put a time period for the transmittal of approved bills to Malacañang. "If all of our bills have to be refiled once Congress adjourns, can a bill that is sent to the President and then with the Congress adjourned, can it still come to life?" he raised. "If it is the 18th Congress that passed this law, what does the President, who is presiding over the 19th and 20th Congress, where does he derive his power to either sign it, veto it, or let it lapse into law?"
