Rhyme or reason in budgeting: Finance Committee Chairperson Sonny Angara says in tackling the 2023 national budget, a list and “some rhyme and reason” should be provided to the senators in order to properly allocate government resources. During Tuesday’s plenary session August 2, 2022, Angara agreed with Sen. Alan Cayetano that providing Congress a basis for a department’s proposed programs is more important than ‘guesstimates.’ He shared Cayetano's view that improvement at the barangay level should be prioritized. He noted that Thailand, in improving its health system, chooses to strengthen the grassroots rather than elaborate the tertiary hospitals. “They chose to strengthen their grassroots health system and it has made a world of difference,” Angara said.
