Integrating management of jails: Sen. Ronald “Bato” Dela Rosa presides over the public hearing of the Committee on Public Order and Dangerous Drugs Wednesday, March 22, 2023 on several measures seeking to transfer the control and supervision of provincial jails from their respective provincial government to the Bureau of Jail Management and Penology (BJMP). Dela Rosa, former chief of the Bureau of Corrections, said the BJMP envisions itself to be “highly capable of providing humane safekeeping and developmental opportunities for persons deprived of liberty (PDLs).” However, these standards cannot be applied to provincial jails, Dela Rosa said, stressing that the standards that apply to provincial jails are set forth by the provincial government. The senator said the proposed measures seek to promote uniformity in the management of jails to keep PDLs safe and provide them with opportunities to develop themselves. “These legislative measures also seek to provide opportunities for career development for provincial jail employees. In the same manner, we want to unburden the provincial government with the jail management responsibility so they will be able to focus on providing basic social services to their constituents,” Dela Rosa added.
