Bicam report on Magna Carta of Filipino Seafarers: Sen. Raffy Tulfo presents the highlights of the bicameral conference committee report on the disagreeing provisions of Senate Bill No. (SBN) 2221 and House Bill No. (HBN) 7325 on the Magna Carta of Filipino Seafarers to his colleagues Wednesday, July 31, 2024. “The bicameral conference committee report on the disagreeing provisions on SBN 2221 and HBN 7325 dated 22 May 2024, is hereby withdrawn. Consequently, the Senate and House panels conferred to reconsider and further discuss the proposed measures to come up with the best version possible that will fully protect and promote the welfare for Filipino seafarers,” Tulfo said. The senator reported the following: 1.) that the conferees agreed to adopt the reconsidered bill as the working draft and re-polish and adjust the language of the bill for clarity; 2) that a section was included, Sec. 59, to balance the interest of both seafarers and employers to ensure the continued employability of Filipino seafarers by providing a more favorable and reasonable legal environment for the employers and ships owners and to address the pressing problem of ambulance chasing without compromising the interest of Filipino seafarers and with minimal or completely no cost to them and; 3) the title of the reconsidered bill was adopted.
