Clear and present danger to national security: Sen. Raffy Tulfo, during the public hearing of the Justice and Human Rights Subcommittee Tuesday, August 27, 2024 on the privileged speech delivered by Sen. Risa Hontiveros on the unnoticed flight of dismissed Bamban, Tarlac Mayor Alice Guo, notes the surge of Chinese nationals coming into the country bearing genuine Philippine-issued birth certificates and passports. She cited the mayor and her siblings Shiela and Wesley who became instant Filipino citizens who obtained authentic birth certificates through late registration and eventually acquired Philippine passports. He further cited a National Bureau of Investigation (NBI) report showing that 1,200 birth certificates issued to Chinese nationals came from Sta. Cruz, Davao del Sur. He also said that the Bureau of Immigration intercepted Chinese citizens who attempted to come in and leave the country using Philippine passports. “It is very obvious that we have an immigration crisis, a clear and present danger to our national security,” Tulfo said. “How many more Alice Guos are there in our country today, perhaps holding a low-profile position in our government and private institutions, low profile positions but sensitive and important positions. This is really a serious national security issue (that) may be part of a sleeper cell from an enemy country,” he added as he urged the National Security Council, the National Intelligence Coordinating Agency or the Intelligence Service of the Armed Forces of the Philippines to dig deeper into this.
