BARMM normalization process: Sen. Robinhood Padilla presides over the Committee on Cultural Communities and Muslim Affairs consultative meeting with the officials of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). In that meeting Tuesday, December 10, 2024, Padilla asked the resource persons to give an update on BARMM’s development. “What are these eight elements of normalization? Because when we say normalization, it means normal. I will ask you, my dear brothers, when we say normal, has this been fulfilled?” Padilla asked in Filipino. The normalization process plays a crucial role in this transformation, emphasizing the importance of security, justice, and development in the Bangsamoro region. The process is guided by a comprehensive structure that brings together the Government of the Philippines (GPH), Moro Islamic Liberation Front(MILF), and other key stakeholders. According to Minister Mohagher Iqbal, member of Bangsamoro Transition Authority, normalization is composed of eight critical components: 1) Policing in the Bangsamoro; 2) Creation of the Transitional Components of Normalization: Joint Normalization Committee (JNC), Joint Peace and Security Committee (JPSC), and Joint Peace and Security Teams (JPST); 3) Confidence-Building Measures, such as Pardon and Amnesty, as well as special programs for the six (6) acknowledged camps of the MILF; 4) Socio-economic Development Program; 5) Decommissioning of MILF weapons and combatants; 6) Transitional Justice and Reconciliation program; 7) Disbanding of Private Armed Groups; and 8) Redeployment of Armed Forces of the Philippines in the Bangsamoro.
